Fleet Commanders

I've had two Civil Wars started by fleet commanders.

Both had (-) negative cash, which seems ridiculous, since I think they might be paying for fleet maintenance.

Also, there is no possibility of holding a triumph for them, is this fair?

Not sure if there is anything possible to be done about this or if this is a bug, just wondering if there is a problem.

I am going to put ina request that we look at ways for fleet commanders to earn more wealth.
