There are three options that I'm aware of:
  1. Use the in-game interface scaling: Menu -> Settings -> Graphics tab -> UI Scaling (Experimental). I use 1.2 myself on a 1440p ultrawide and it works pretty well. The major downside is that it makes fonts (even more) blurry for some users. Also a minor downside of some scaling issues with icons inserted in the middle of text (e.g., job icons).
  2. Change the resolution the game is at: same menu, change Display Mode to Windowed or Fullscreen and then reduce the Resolution. Makes the text bigger but makes everything else look worse.
  3. The fonts are still blurry for many resolutions due to them being graphical rather than truetype, so you can try installing a mod to help with that, e.g., https://steamcommunity.com/sharedfiles/filedetails/?id=3064761072 (Steam link) or https://mods.paradoxplaza.com/mods/69258/Any (Paradox link; disclaimer: I am the author)
