Issue is that for example if food quantity is set to high, cooks makes only same amount of meals as prisoners, but first prisoners takes 3 meals each so rest has to wait cooks make more meals during eat time. For example if having 10 prisoners, cooks makes 10 meals, but during eat time first prisoners takes 3 meals from serving table and rest have to wait more meals.
