For some reason everything isn't unlocked

Expected Result​

Expected everything unlocked from milestones and to special buildings.

Actual Result​

Nothing is unlocked from monuments to special buildings.

Steps to reproduce​

Turned on and off unlock all milestones to no avail didn't work to unlock monuments.

Description​

For some reason when I turned on unlock all milestones I was thinking that it would unlock the monuments. that said, the unlock all milestone ARE unlocked but not the monuments themselves anymore.

That is how it works. Unlock all doesn't work on unique buildings, which unlock monuments. You have to do it manually once. then they stay unlocked permanently. If you don't lose your UserGameState file. It holds all unlocks.
