For some very strange reason, a child disappears from the line of succession for an elective title

Description​

When I change the county capital to a city and grant that county to a new vassal, my heir disappears from the list of candidates for elective titles.

Steps to reproduce​

I am the king of Aragon and the king of England. Aragon is inherited by default succession, and England -- by Saxon election. I have a son and heir (and also other children in the line of succession). My son is participating in election and is in the line of succession to Aragon (and other default succession titles). I captured the county of Astorga and wanted to change its capital to Lugo and, accordingly, create a republic vassal. I change capital and appoint a vassal, and then suddenly my heir disappears from the list of candidates for all elective titles (unlike other children). I tested it with several counties -- not just with Astorga. If I change the capital to a castle and give the county to a vassal, then everything is fine. Republic vassals with castle capitals are fine too.
