Forced Liege war support isn't forced

Description​

I've changed my contract to add "forced liege support" with my conqueror khagan liege, the description says they are forced to join, or they'll lose prestige and the obedience of the vassal.

Yet, when I try to declare war I can't send the request as the game says he won't accept because he's a conqueror.

Even if that's the case, the other description suggests I should be able to send the request regardless and he should be losing prestige and obedience every time it happens

Steps to reproduce​

Change contract, try to call liege into any wars
