I gave it to non-nomad governments, and found that while tax and levies seem correct, the opinion modifier for tyranny actions is not - when I revoked a mayor, all my temple vassals were pissed.
Is there an alternative? I'm trying to separate the effects of tyranny actions into groups by government type or religion, since no Christian lord would care if a pagan or muslim governor loses his holding, and a Norse leader would laugh if his king stripped all properties from some Christian baron.
or maybe free_revoke_on_governments_religion? But how could tax and levy be enforced? The problem with both is that they're all wrong. In most systems vassals are required to provide a certain amount of tax and levy, regardless of their capacity or opinion - not able to fulfill the requirements would be a breach of contract and could certainly be enough to get them fired, at the same time they could probably keep all surplus of some sorts for themselves.
