If EU4 doesn't use wargoals
In EU3 say France occupies England's last province on mainland France, the war score is 38 to France, despite this England will not give it up until half of England is occupied, in EU 4 would it be possible to just ignore England's stubbornness and just annex it with England then in a war to win it back?
If EU4 does use wargoals
Would you be able to enforce a wargoal of capture province x if you capture it and hold it for a year which would then add that province to your country however adding a "recapture province x/Status Quo" war goal for the opposing nation?
