Anyone have any suggestions for this?

A far off country had a single province (won in a war) near my country. It was completely surrounded by other provinces and wasn't reachable by it's home country. The single province rebelled, won back the province but never declared it's independence. It stayed that way for 70 (and is still going strong). It's adversely affecting my surrounding countries (the +2 "rebels nearby" modifier). Is there anything I can do besides declare war on the home country so as to take this province? Please help! It's a thorn in my side every time I go to war...
 
No, as BiB sais, the best way is to use the old famous "we sent in troops to restore law and order to protect the civilian population" :D

Obviously it includes "forgetting" to remove the troops again when the order is restored ...:rolleyes:
