i wish that states in eu2 could tie closer bonds with eachother instead of just a military alliance. a system based upon the old swiss confederacy in which at state could not start a war without the consent of the other states. when a state wish to declare war there should be a popup window that would allow the other players to vote for or against the war. the voting council would be at sort of federal goverment in which each member has a single vote allowing the confederation to act as a single state in some matters while all other matters would be left to the states. the idea of a confederation would be apealing if your playing as a weak country otherwise not. i hate the fact that a single member of a military alliance can declare war and thereby threating the other members security... because if you decline your stability will suffer.. the confederate council could also make tradeembargos against thirdparties on behalf of the members.. tell me what you think?

I think you should use capital letters and not post the exactly same text in two threads without even waiting for a response.

And even the old swiss confederacy had both internal and external wars in which not all cantons fought or even cantons fought on different sides - so no confederacy as you describe it existed.
