Forming Pakistan succeeds the Great Game, while Russia still has territory in Central Asia

Description​

I played as Afghanistan. Russia still has a few small regions in Central Asia. After I form Pakistan, I get a notification about Great Game succeeding.
This contradicts requirements "Neither Russia, nor Great Britain have any Subjects or owned States in the Central Asia or Persia Strategic Regions", as Russia still has two states there (although land-locked).
I feel like it kinda makes sense, since states are tiny, but tooltip needs to be updated.

I haven't disabled all mods, but I only use UI mods that don't disable achievements, it should be fine.

Steps to reproduce​

Go to Journal => Nation Formation => Form Pakistan, unpause for a few days
Popup will be shown about Great Game succeeding for me
