Hey, I seem to remember that you could form your own empire in CK2+ if you accumulate enough holdings, enough kingdoms, etc. As of now, I have 4 kingdoms and 200 holdings, which seems like it should be enough. However, I don't see any option to form an empire. What am I doing wrong?
 
Do you own the Charlemagne DLC? You need that in order to take the decision. CK2+ also has titular empires for just about every culture if you don't have the doc.

I have Charlemagne, but the only options I have to make are the HRE and Carlingian, which have some really funky requirements that I don't really understand. Where would the decision be?

Should be in the Intrigue tab. Are you sure you have CM enabled in the game launcher?
 
He's not going to see the decision if he has a primary title which already has its own empire: namely k_france, k_italy, k_germany, or k_byzantium. If he can form the Carolingian Empire, I suspect this is the case (as he must be a Karling).

So my suggestion would either be to form the Carolingian Empire or to look up your capital kingdom's empire title and form it directly.
 
*Sigh*. Yeah, that's it, which sucks. When I change Kingdoms, I get the option. However, I don't want to be "The Bohemian Empire" and I sure as hell don't want to be the Empire of Fruili. Lombardian Empire just sounds way better.
