Ok so im playing as House Forrester trying to rise in the ranks to a High Lord but i found out that i cant attack anyone not under my current High Lords vassalship. Is this supposed to happen this way? I have claims on the hill Clansman but i can use them because im a vassal of Wolfwood and they are vassal of Jon Snow. We are all in the north though shouldnt I be able to take their lands?
 
Are you able to fight their liege-lord for the land? If so, that's intentional, I believe. Otherwise you'd be taking a vassal off of them and they couldn't get involved to stop it.
 
You could wait until/try to instigate some kind of civil war, which could make them temporarily independent.
