Greetings: did I read incorrectly in the manual, or are fortresses supposed to prevent rebels who have lost a battle from taking over the city of the province? I seem to be constantly having to retake cities in the Calais/Flanders area (which are heavily fortified with level 3) after putting down a rebellion. Thoughts? Helps? Clarifications?

When the rebellion occurs, there is a % chance that the rebels will take over the city & fortress. However, if you place an army in this city, whenever rebels appear, they fight your soldiers first.

And Flanders is a province with high rebellion risk when the reformation comes around. I suggest leaving it to the rebels, and later, DOW the Netherlands when they appeat and take all their good provinces (2-3 if I'm right).
