I won't go in to too much detail. But the idea is that it is more like a lottery, but set up so that long time members, good posters, owner of many games etc have a slightly higher chance of winning.
We did the same with the 200K celebrations. Or well, two people then won a life time supply of games.
We will provide more information when the time draws closer.
You cannot nominate, and yes a brand new member could win, the contest was designed to be inclusive, rather than exclusive, to put it in lottery terms everyone will have at least one ticket, it is just that the more active and the more you have contributed and the longer you have done it for, will get you more tickets so to speak.
Did you exclude the people that won last time, or do you just hope it's too unlikely?

Sorry it is taking so long. I'm trying to administrate some changes to the forums (on the backend, so you won't notice too much) and I was hoping for this to be done before launching the promised 500K rewards. The icon will take a while longer, but I will go ahead and do this part anyway. We should have winners to announce before this week is over!
