Introduction
It is November 1st, 1922. Vladivostok fell a week ago, and all White forces have been expelled from the Russian Far East. The Russian Civil War has definitively ended in a communist victory, with White forces fleeing into exile around the world. Remnants hold out in Central Asia, though they merely delay the inevitable. But one corner of the Russian Empire remains free from communist control- Alaska.

Governor Aleski Uderov had been a strong supporter of the White cause, and cracked down hard on potential communist insurrections in Alaska. The short-lived Alaskan Red Army was crushed by him with American assistance. However, the resources Alaska was able to muster for the fight for the Motherland were meagre, and Governor Uderov watched helplessly as the Red horde swallowed Russia.

Never officially declaring independence or recognizing a new authority, Uderov ruled as de facto absolute ruler of Alaska throughout the Russian Civil War. This period came to an end today, November 1st, 1922, when Uderov was shot dead by a communist agent while inspecting the refugee crisis that is strangling Alaska. With no clear successor to his position, and Alaska inundated with undocumented individuals and dissatisfied refugees, the future of Alaska is in grave doubt. What will occur next is on the mind of every soul in the last vestige of the Russian Empire.

Each turn will normally cover three months, with the first turn only covering November and December of 1922. During a turn players may submit 3 orders. However the more things you try to do, the less likely you will succeed at each (this goes double for attempts to squeeze multiple actions in a single order). The orders can be used for any purpose you wish, though having IC supporting your order will increase its chances of success (i.e. you can try to order a public demonstration, and you'll have more success if you post a speech to inspire the people you want to demonstrate).

Pyotr Doleskov, Commander of the Governor’s Guard

The assassination of Governor Uderov by a communist agent was quick to send shock waves through Novoarkhangelsk. His rule had been characterized by his authoritarian nature, and thus there was no clear successor to take his position. Worse, Uderov’s treatment of Alaska as his own fiefdom left the polity in a confused state, unclear in what it was exactly, a colony of a dead nation or a state in its own right. The refugee crisis only expounded upon the troubles facing Alaska, to say nothing of the hungry appetites of some Americans and Canadians who saw this as an opportunity to seize Alaska for themselves.

Before Alaska could handle any of the pressing issues before it, it needed a government. Within the hour of Uderov’s death the leader of his personal armed forces, Pyotr Doleskov, declared a state of emergency in the capital, naming himself interim Supreme Ruler of Alaska. However, he had only the 100 men of the Governor’s Guard, renamed the Alaskan Guard, loyal to his proclamation. The numerous influential personalities within Alaska remained as yet unspoken on the matter, and Doleskov’s position was exceedingly tenuous with the amount of support he had at the moment.

Alaska stands on the precipice of disaster, and the future remains quite unclear. Where shall its path lead now?

Status of the Russian Empire and Its Imperial Household

"The ascension of the illegitimate Bolshevik leadership, being enforced through dubious means and through force of arms by bandit armies, has ushered in a grave period for our All-Russian Empire, the fall of proper rule throughout the vast majority of the mainland. All that stands now is our Alaskan colony, untouched so far by the molestations of the Communist plots. However, even now, they conspire to bring Alaska into their fold, and through their schemes, the assassination of Governor Uderov spells similar chaos for the White Lands of Alaska.

In this dark hour, the imperial household has fallen into disarray, the hideous killings of our Emperor and his family destabilizing House Romanov severely. The waters of succession are muddied, and as it stands, the proper Michael II lies unknown, his whereabouts and well-being not wholly known for certain. And so it falls upon myself, as presumptive heir of the throne to work to ensure the state and the imperial household is in order. To that, I declare myself Guardian of the Throne, a custodian for my family and their rightful place until we know for certain on the status of our Emperor.

I call for the creation of continuity, the creation of a government here in Alaska comprised of loyal servants to the true state of Russia, so that a state may be erected that can stand ready to continue once the Bolsheviks falter and the natural Russian order may be reinstated, which may likewise serve to guard Alaska from decay and misconduct. To Commander Doleskov, I ask him to stand down, for the legitimacy of his office is not in accordance with the Russian Empire, nor does it best serve the cause of the Russian people. Should he choose to submit, then he shall of course be welcomed as a loyal commander, and his status will be assured, however should he choose to disobey, then he shall be in breach of the trust of House Romanov, and of the Russian Empire."

The Alaskan province must not be allowed to succumb to the anarchy that haunts it; a legitimate government must be established with all haste so that we may begin the process of reconstruction and uniting the Russian people as one against the Bolshevik menace. To this end, I declare my intent to form a Provisional All-Russian Government that can begin the process of restoring order to Alaska in preparation for the transition to civilian government. I formally invite Pyotr Doleskov to join this new government, to ensure a continuity between the former Alaskan government and our Provisional government.

Furthermore, I call on my fellow officers and soldiers of the Russian Army to rally to my banner as they did in the Crimea. In the face of such adversity, the military must remain united if we are to overcome the Bolshevik and Anarchistic menaces that threaten our very society. The Army has always been a pillar of the Russian State, something we can never forget lest we are found to be inn dereliction of our duties.

I would finally also thank the United States, on behalf of the Russian people, for their timely support in defending the Alaskan province from the Bolsheviks, and I hope that this friendship between our two people may continue.

A Letter from the Alaskan–American Foreign Legion

"We here at the Alaskan–American Foreign Legion would like to wish our greatest condolences for the noble Whites and their continuous fight against the corrupt Bolshevik Reds, who have done nothing to benefit the great population of Russia and instead have raped their fields, killed their inhabitants, and have destroyed what little balance there originally was between the yeoman farmer and the nobleman in Saint Petersburg.

While we may be compromise primarily of Americans from abroad, we feel that the struggles of the Russian Whites are just a prime example of the struggle for freedom and democracy that continue to subsist across the world around us. Men in the Eastern world have violently died for a cause and principle that many Western nations have already adopted, and we believe that those great gentlemen deserve our true attention.

As such, we have formed the Alaskan–American Foreign Legion to address the direct needs of the Alaskan people and to give them the much-needed freedom and democracy they have all dreamed of, but have never received in the cold and heartless lands of the Russian motherland.

Grand Duke Kirill Vladimirovich, we will say this once and only once – the Alaskan–American Foreign Legion will only support your cause if you promise to institute democracy in this new Alaskan nation you propose and if you self-righteously serve as a constitutional monarch and only a constitutional monarch. This is not an ultimatum, but an open letter to the distraught Alaskan people who have humbly worked all of their life for a voice in their nation's high courts. We here at the Foreign Legion support what the Alaskan people support – common and basic human rights.

He thought to himself that a monarchy would be better than a police state since he could still kill or swindle with little chance of police retaliation.

A statement from the Russian Orthodox Church of Alaska

"In the wake of this great calamity, Bishop Tsyinsky personally sends his regards to the late Governor Uderov's family. The faithful of Alaska mourn his passing.

The Church believes, in this absence of leadership, a strong ruler is needed if Alaska is to become stable and free of the Red menace.

While the Church is dear friends with the late Tsar and his family, it does not believe Grand Duke Kirill, in light of his opportunism shown in the February Revolution and possible sympathy for the Godless Bolsheviks, is fit to lead Alaska, nor House Romanov.

The Baron Wrengel, meanwhile, has shown himself to be a capable leader and general. His support for the White cause is unquestionable and his zeal for fighting against the Red forces unparalleled.

With that in mind, the Church
supports the terms presented by Baron Wrangel on the condition that the Church is given a role in the provisional government so that the faithful Christians of Alaska are represented. The Russian people and their faith are intertwined and inseparable, and so too should be their government and their Church."

On Stranger Tides

Aboard the Manchester Merchant, Captain Edward Withsworth was enjoying a glass of gin when Matthew Gibbons, his First Mate knocked on his cabin and informed him of the death of the Governor of Alaska. As it happened, the Merchant had been on her way to Novoarkhangelsk from California, having stocked up on Wines, Fruits and Vegetables as well as some other luxuries that the frozen north no doubt would be willing to barter gold as an exchange for.

The death of Uderov threw a wrench in that plan, and most self-respecting merchants and ships would no doubt be turning away from Alaska given that instability would no doubt bring the worst elements of society to the surface. The risk of losing his goods AND his ship was not a pleasant thing to consider, but Edwards greedy side won over...after all, if everyone else would turn away there'd be an even greater chance for profit. Besides, with a hundred crew and bow guns left over from the Great War, the Merchant was far from undefended.

Viktor woke bleary eyed to some commotion outside. Some son of whore speaking about something. The governor, shot? Well, okay then. He lifted his head slightly, scanning the room for the bottle of vodka.

Empty.

Slowly he rose, the intense pain of the pounding in his head matched only by the light beams piercing his eyes.

Well, perhaps he'd consider this governor business in a while. For now, the pressing concern was breakfast.​
 
Igor, bursted into Viktor's room and in reaction Viktor grabbed his sword and made moves preparing to kill the man, before he realized that it was his close friend and not someone trying to take his life. Igor was quite baffled and almost lost his balance before he said: "Damn Viktor; I'm not here to harm you." As the sword was laid on the counter, Igor continued saying: "Govenor Uderov have been killed, his killers bolshevik agents who wishes radical socialism in Alaska as well a the motherland."
Viktor's expression didn't show a hint of emotion when he said: "That's unfortunate for the political stability I believe. What now?"
"Well, the commander of the Govenor Guard Pyotr Doleskov have declared himself Supreme Ruler of Alaska."
"Interesting, hopefully he can keep control as a provinsional leader until we have someone more worthy."
"More worthy?" Asked Igor.
"Taken power because you are the leader of an armed force is not very legitimate. Maybe the best option is to get a constitutional monarchy." Answered Viktor
"What are you gonna do now?"
"Maybe time to hunt some godless bolsheviks."

In support of the Russian people and of our Empire, I offered to work alongside the Provisional Government, in order to ensure peace and stability. If the Bishop knew of the situation, he would likewise know that this Provisional Government rivaled the Bolshevik Soviets, that this Provisional Government was the only option that reconciled the traditional auspices of conservatism and Empire with the concerns of the liberals. By supporting this Provisional Government, I had hoped to see its triumph over the steadfast anti-clericalism and anti-Russian efforts of the Bolshevik bandits.

In his condemnation of my person and my office, Bishop Pavlovich throws himself in with the likes of the republican Bolsheviks, attacking me for siding with the only viable force at the time that stood between Russia and Bolshevik domination. Sadly, this Provisional Government proved insufficient, but in that year, I worked tirelessly to do the best for Russia. And now, when our Nation could rebuild, Bishop Pavlovich chooses itself to divide us, to slander myself and my office, to advocate against the traditional laws of Russia and imperial succession, and to openly demand bribes in exchange for support. This reeks suspiciously of a person who is not truly devoted to the Russian cause.
The rhetoric of the Bishop harkens oddly to an Alaskan identity, an Alaskan Nation, but there is only the Russian Nation, and that is a Nation intrisctly tied to the Empire."

You are a man of not only military prowess, but of wisdom. You, among the white military leaders, saw the need for reform and the fact that only the Republic could truly hold the people away from bolshevism. I implore you now, in our new home in the Americas, that you continue the same spirit for the will of the people and help me establish a democratic system of governance.

It is my belief that only after the formation of the Provisional Government and the reorganisation of Alaska into a functioning and stable state can we consider such things as to what form a non-Provisional administration would assume. My priority is to gather the shattered remains of our great realm and stop them from disappearing into the abyss that faces us. Take note that I have not forgotten the outcome of your own period of government.

However, I feel that in the best interests of the Russian people, I shall at this moment have to stress that I must adhere to the principle of non-predetermination; in the current situation we find ourselves, I fear it may only bring harm to our cause and in particular your person (I think here with great solemnity of your cousins) to openly establish a monarchist government. My predecessors, and here I think of Kornilov and Denikin, acted with a haste that punished them; instead I believe it best to act with care and determination.

Alexander looked out from the port of Novoarkhangelsk, seeing ships of far off places, some of them were his, or one of his partners. He would make a good profit, but they were declining. Civil War isn't exactly fertile ground for commerce, but now that it has ended, not really, but the war in Russia. Perhaps with the lack of competition, he could take control of more of the shipping lanes to Alaska. That would drive up his wealth considerably. Something to think about later, but not now. He was far to busy today to do some thinking, maybe tomorrow. He had time then.
