With the end of the Cold War in 1989, Peru's continued occupation of its neighbor Anetaguay, became politically unjustifiable. The politically nebulous area had been the last Spanish enclave in South America, and with the fall of the Francoist regime, Spain pledged to decolonize the area. Peru, long seeing Anetaguay as a thorn in its side and claiming the disputed area, moved in troops as quickly as the Spanish pulled them out, effecting an occupation that was to last for the next decade and a half. As the Eastern Bloc crumbled, the line that Peru was suppressing a hotbed of communist activity became untenable, and under international pressure it was agreed to place the area under a UN transitional authority at the beginning of 1990, with UN occupation to end once free elections had been held at the end of the year.

As the leader of party, you will try to put these policies into place, but more importantly you will try to get elected. As a result, you are free to change these policies and even the ideology whenever you feel like it. Be wary of doing this too often or changing it too radically however-that will splinter the party.

In addition to trying to legislate, each player may submit up to two events per turn by PM. These are things not covered by the ordinary legislative process, like "Stage a protest". All other events and the effects of policies will be handled by myself, you needn't worry about it.

Turns will take place every two days, covering six months of time.

The Constitution of 1990

Under the current Constitution of 1990:

The Prime Minster is Head of State and Head of Government.

The Prime Minster is approved by a simple majority from the General Assembly

The General Assembly consists of 100 members, elected for a 4 year term on the basis of Party-List Proportional Representation.

The General Assembly may be dissolved at any time if either the Prime Minister chooses, or if the Prime Minister fails a confidence vote, at which time a fresh election will take place.

Freedom of Expression, Assembly, Religion, and freedom from arbitrary arrest and imprisonment are recognized.

To change this constitution requires the approval of 60 members of the General Assembly

The Game will start 3 days from now
It will start off with an election event, and then you will determine who the Prime Minister will be. The next turn in which you will actually be able to legislate will be 1991.

Party: Unión Patriótica de Anetaguay (Anetaguay´s Patriotic Union)

Ideology: Fascist (it is the closest thing to the ideology I envisioned. Some authoritarian, over-nationalistic guys, which believe in the welfare state as a way to keep the people happy and loyal to the President, that great man which brought them the stabilty and the wellbeing. I think I will name it "Social Patriots)

Economic Policies:
Economic System and Public/Private ownership: Dirigisme. Key enterprises (military equipment, energy, transport) belong to the government, being the others in private hands. The government helps these enterprises with subsidies, buying things, hiring them for government projects... Obviously, the government recognizes private property

Regulations: The government will interfere in laboral contracts, ensuring no worker is exploited by its employer, and no bussinessman is manipulated by a too powerful union. We will set minimum and maximum wages and workhours, and the employer can negotiate with his workers under these limits

Enviromentalism: The environment should help and serve the man and the progress, not the other way around

Taxation: First, upper classes should be taxed more for sustent the newly created welfare programs. Once they start working, and the lower classes start getting richer, they will be taxed a bit more, to relax the pression on the rich.

Agrarianism vs Industrialization: Industry is the key to the future, and what will pay for our programs. Anyway, we must modernize and improve the farms, our little country factories, to ensure we don´t need to import food and other agricultural goods.

Tariffs: they are needed, to encourage comsumption of our national products, over the more expensive foreign goods. Products which our nation doesn´t produce at all will be exempt of tariffs, to don´t hurt the consumer or the bussiness

Unionization and strikes: our goal is to create a single, united, national union, which will protect the interests of both workers and employers. At first, it may be too hard to reorganize, so the unions will be able to continue operating, under certain limits. Such, unions which doesn´t recognize the legitimacy of the private property shouldn´t be allowed to exist, and a strike needs an explicit government permission to be legal.

Welfare and Social Services: a keystone in our party ideology. We strive for get a Wester European welfare level, even better, as the greatest way to keep the people loyal. A wellfed, rich, entertained populace is a happy populace.

Social Policies:

Secularism and Religion: People should be allowed to practice the religion they choose, if it is considered legal. Anyway, the Catholic Chruch, as the traditional religion of Anetaguay. will have the government collaboration and fiscal exemptions. Any religion need the government approval to be considered legal, and to build a church or temple. Obviously, sects are completely banned.

Freedom of expression: the party values freedom, but it values stability too. As such, it will censor the press, just to erase any comment which could erode the national unity and stability, of course.

Freedom of Assembly and Protest: again the party values stability. Any association which isn´t dangerous for the national interests, and isn´t inherently violent will be allowed, and the government keeps the right to ban them if it thinks it may disturb national unity, or has previously done. Protests need a government permission to be considered legal, permission which won´t be granted, in any way, if the protest may produce riots or disturbs

Nationalism: other keystone of our ideology, most policies are presented as the best solution for our nation and our fatherland, and nationalism, love for the government, for our history, for the leader, are encouraged.

Other Policies:
Militarism: we have just be deoccupied by the Peruvian government, and, as such, we could be occupied again. We need a strong, powerful, modern military, which could defend our nation against any of our neighboors, to secure our freedom ever and ever

Ideology: Centrist (Civic Libertarian ie very liberal on political/social freedoms moderate/centrist on economic freedoms)

Economic Policies

Economic System & Public/Private ownership: Mixed Economy Capitalist (Moderately Interventionist)

Regulations: The government should protect private property and rights as well as individuals and workers. The government should legislate and regulate industry and sectors of the economy to ensure fair, equitable, and stable economic growth but avoid clumsy economic planning or heavy interference with market forces. Corporations should be fairly treated, but kept in-hand with common-sense laws which prevent them from exacting undue political influence.

Environmentalism: The environment is a resource for our posterity, and there should be strict but reasonable restrictions on industrial pollution (like dumping of toxins or waste). There should be moderate and reasonable regulations on emissions to encourage cleaner, and safer energy sources. Resource-Exploitation must be reasonable, but shall not be heavily regulated. Laws regarding the environment should generally be considerate of both our economic growth and the long-term effects of our actions.

Taxation: Although the government will always need revenue, taxes should be progressive, with the destitute paying little or nothing, the poor paying less, middle some, and rich more. That said, taxes should be kept low whenever possible.

Agrarianism vs. Industrialization: The world is invariably marching towards industry and a modern Anetaguay must embrace the future.

Tariffs: Tariffs should generally be low, in order to foster Free Trade, however certain key industries which our economy relies on may benefit from limited Protectionist legislation

Unionization & Strikes: The right of workers and citizens to unionize should be encouraged among corporations, however the government should not interfere with these matters unless the state suffers unduly, or rights of citizens are being obstructed, in which cases the government will seek to establish a fair compromise or prosecute the offending parties.

Welfare and Social Services: There must be an efficient and fair welfare-state, in order to rid our great nation of poverty and social injustice, however, we must take care to live within our means, and ensure that legislation we pass in this regard will be sustainable in the future.

Social Policies

Secularism & Religion: Freedom of Religion is a human right, and should be strongly protected. That said, Religion is not a government issue nor should it have any role in the government. The country should be a modern state, enacting legislation and distributing justice based on principles of reason. Organizations of a religious nature are free to apply for tax-exempt status, on the same basis that any other charitable organization may (Although they should be disbarred from political statements or political support of candidates/parties). Citizens may express their religious views on the same basis that they may express themselves in other ways as guaranteed by our constitution. Any inter-religion conflicts will be judged on the same basis as other conflicts or crimes, and crimes by religious persons shall be prosecuted in the same way as any other citizen.

Freedom of expression: Freedom of Expression is a vital civil liberty and shall not be infringed upon without compelling reason. Citizens are free to speak their mind, and may only be censored with due cause and through legal action. The Press is guaranteed protection from government harassment and casual censorship, and may only be censored with due cause and through legal action. Whistleblowing shall be protected as a regulating force, but it shall be punishable (fines or stripping of Press licenses) to defame the government because of knowingly printing lies.

Freedom of Assembly & Protest: This party strongly supports the freedom of assembly and protest peacefully. Citizens, organizations, groups, or etc. may apply from legal protests on public property, and demonstrators or protestors may freely assemble on private property with the permission of the owner. Provided that said demonstration or protests maintains a peaceful and civilized manner, they shall be unobstructed by local and state police, or by military forces. Rioting, destruction of property, and other illegal acts of destruction and disruptions of the peace will not be tolerated, however the government must emphasize reasonable responses that are designed to protect the citizens in danger and prevent undue force from being used.

Nationalism: Our nation should be strong, sovereign, and a beacon of justice and equality for South America. All peoples should be welcome here, and all citizens should be treated equally under the law regardless of race, religion, creed, or national origin. Our nation's culture and history shall be reestablished and emerge stronger then ever, however we must not fall prey to the ideas of xenophobia and hatred.

Other Policies:

Defense: The state should maintain a well-trained and well-regulated volunteer army, loyal to the constitution and the civilian government. The state shall encourage military service as a national service, but will only conscript in emergency situations such as invasion, disaster, or rebellion.

Sovereignty and Foreign Relations: This party shall encourage the joining of organizations that foster trade, peace, and prosperity. Our nation should join the UN, and provide for our security through peaceful and diplomatic means. Our country is independent and free of imperialistic foreign intervention, and everything should be done to keep it that way, but without creating a rogue-state and damning ourselves to isolation and obscurity.

Economic policies

Economic System & Public/Private ownership(e.g., free market, planned, dirigisme, etc.)

The party advocates the establishment of a decentralised, worker-controlled economy in the long run, as any consistent Marxist programme entails. However, we recognise that transforming the economy into a worker-controlled one is a very long-term goal and a gradual process that cannot be completed in one election cycle. Therefore, certain industries (those involved in the military or basic social services, and possibly others which are difficult to implement worker control in for the time being) are to be nationalised while others should be democratised straight away through a form of workers' self-management.

Regulations

The communist party should oversee the transformation of capitalist society into a communist one with a watchful eye. The grip of corporations over the economy must be broken. The division between the rich and the poor must be reduced, therefore a maximum wage is to be implemented which must be no more than three times higher than the minimum wage (and this gap should be reduced over time). Worker-controlled workplaces will have a great amount of freedom in their decisionmaking but the minimum and maximum wages, palatable working conditions and other vital working necessities will be state-enforced.

Environmentalism

Strict environmental policies are to be implemented in order to ensure Anetaguay doesn't turn itself into a wasteland within two generations.

Taxation

Taxation - where applicable - must be steeply progressive.

Agrarianism vs. Industrialization

Industrialisation must be kept up speedily. The era of agricultural nations is over, and only through industrialisation can Anetaguay secure its economic independence. The exploitative latifundia must be broken up into smaller units and put under the control of farmers' collectives under state supervision.

Tariffs

The question of tariffs vs. free trade are not a key issue in our programme, although high tariffs in general are preferred to secure what independence can be secured from the international capitalist economy.

Unionization & Strikes

The unions shall not merely be allowed to operate, but they shall be empowered to serve as a grassroots form of organisation for the workers and as a way for them to voice their issues. Strikes may only be forbidden for very special reasons, such as during wartime or another national emergency, or if there is reasonable suspicion the strike has been hijacked by groups opposed to the interests of the people.

Welfare and Social Services

A radical welfare reform is required as an immediate, short-term goal to ensure that even the poorest citizens have access to food, water and a modest place to live.

Social policies

Secularism & Religion

The party advocates freedom of religion, but also freedom from religion. The church must have no role in governance and must not receive state support beyond whatever it deserves for any social services it provides. Further yet: religious concepts such as marriage must not be allowed to benefit anyone either.

Freedom of expression

"Freedom of speech only for those who agree with us" is no freedom of speech at all, therefore we advocate freedom of expression even for the fascists. Words alone cannot topple a government that enjoys the support of the people! The only exception is public hate speech that threatens the rights of any minorities or other vulnerable groups.

Freedom of Assembly & Protest

The same policy applies as that to strikes, essentially an extension of the principle "innocent until proven guilty". The government must have a valid, special reason to forbid any assembly, otherwise they are allowed by default if registered first.

Nationalism

There is only one race - the human race. National borders only serve to divide and conquer us. It is a narrowminded view that we Anetaguayans should fend for ourselves alone, for humanity is stronger together than divided! The party advocates a strong policy of internationalism, including close economic, and perhaps even political cooperation with other socialist countries, should we find allies who are open to our approach. Minor, innocuous displays of patriotism are one thing, but vulgar nationalism must not be allowed to cloud our minds.

Economic Policies


Economic System: Free Market

Public/Private ownership: Predominantly privately owned, though some essential services will be public (aim for 85-95% privately owned businesses).

Regulations: There should be limited regulations in general but stiff penalties against companies lying to consumers, and for putting workers in dangerous jobs; furthermore, the government should ensure that no monopolies emerge over any market to best ensure competition.

Environmentalism:
Find market based solutions to protect the environment; invest in solar and hydro power.

Taxation: A flat tax of 10-15% is desirable to promote economic growth and ensure that no group or person is unduly taxed.

Agrarianism vs. Industrialization: It is only sensible to promote industrialisation; our nation must enter the next millennium as a strong industrialised society.

Tariffs: A low tariff rate will both ensure the protection of Anetaguayan jobs and promote free trade.

Unionization & Strikes: Allow private unions but ensure they do not get too powerful.

Welfare and Social Services: The government should strive to help those that have no means to help themselves; create departments to aid the disabled, the elderly, and children. However, any form of welfare to those unemployed should come in the form of workfare.


Social Policy

Secularism & Religion: A towering wall of separation between church and state should be built. The church should not dictate the affairs of state, and the state should not interfere in any religious activities that cause no harm. However, everyone has the natural right to practice religion (or choose not to) without fear of persecution.

Freedom of expression: The right to express oneself is a key tenet of democracy; as such, there should no attempt to curtail the freedom of press, the freedom of speech, or the freedom of expression; so long as those activities do not harm another individual or group of individuals, let them be.

Nationalism: We must ensure our nation is free from foreign control, but we should strive for strong diplomatic relations with our neighbours and the international community at large.

Economic Policies

Economic System & Public/Private ownership: Agrarian-protectionist

Regulations: Regulations should exist for key sectors of our economy, such as welfare, schooling... Agrarian production should be regulated as needed to protect our peasants.

Environmentalism: We believe in an equilibrium between economic growth and protection of our environment.

Taxation: Taxes should be kept low, and the main income of our budget should be based upon tariffs.

Agrarianism vs. Industrialization: Anetaguay needs to keep its agrarian base while relying on Peruvian imports for any other products. We encourage or Government to allow Peruvian entreperneurs to work and commerce in our lands.

Tariffs: Protecting our key industries is important, and tariffs should serve into that purpose. Exception should be countries which are strategically important to us and specially Peru, which who we should close a trading deal as soon as possible.

Unionization & Strikes: We recognize the right of workers to have their labour representation and right to join an Union, but only those who admit the right of property and do not endanger the stability of the State should be allowed.

Welfare and Social Services: A welfare-state is basic to all of us, but it must not collide with our own development.

Social Policies

Secularism & Religion: Although Freedom of Credo should be recognized by the State, it is our firm oppinion that the State must also take into account the beliefs of its population, and therefore Catholic religion should be recognized as official and the necessary agreements with the Holy See approved in order to ensure cooperation between Government and Church.

Freedom of expression, Freedom of Assembly and Protest: Freedom of speech is not a right but a privilege, and therefore the Government should be allowed to censor those oppinions or activities that could endanger our stability, and we have the same oppinion regarding Assembly and speech.

Nationalism: Rights of the Peruvian population should be recognized, and our country should also take into account its own multiculturality. We urge the Government to mantain warm and true relations with Peru.

Other Policies:

Foreign Relations: We strongly believe that full independence is a mistake, for our economy without Peruvian aid is in great risk of a recession. Therefore, we think that an association treaty should be signed with Peru, which could grant our existence with their strong Military and provide us the industrial basis we lack.

Minority rights: Our main goal is to protect the rights of the Peruvian minority living in Anetaguay, and nothing will stop us from granting their rights.

Private/Public Ownership: Mostly privately owned. However, those services which are essential to the nation shall be nationalized in order to ensure that the public benefits from them.

Regulations: Wide ranging aspects of industry will be regulated to ensure a safe work place for our workers and to lessen the control of corporations on our economy. An adequate minimum wage shall be established to ensure that all workers, at the least, are paid enough to sustain themselves.

Environmentalism: Environmental policies shall be put in place to ensure that the beauty of our nation shall be preserved for our posterity.

Taxation: A progressive taxes will be implemented such that the rich pay the most taxes and the poor pay the least.

Agrarianism vs. Industrialization: The government shall encourage the continued industrialization of the nation and aid in the construction of new industries.

Tariffs: Higher tariffs will be implemented to protect industries that are key to our economy.

Unionization & Strikes: Unions are encouraged as a mean for workers and laborers to seek better conditions, benefits, and pay. We shall promote the use of collective bargaining between workers and employers to achieve these objectives. Strikes will be allowed, as long as no national emergency is going on.

Welfare and Social Services: Steps will be taken to ensure that every citizen shall have access to such essential services as healthcare and education, as well as receiving pensions, unemployment benefits, and anything else which ensures more equal opportunities for our citizens.

Social Policies

Pre-Election News

In the lead up the election, UN officials and the international monitors sent to assist are reporting almost 100% voter registration, as Anetaguayans turn out in large numbers to vote for what will be for many the first time in their lives.

An Anetaguayan Broadcasting Corporation (ABC) straw poll of the six currently registered parties yielded the following results:

Anetaguay´s Patriotic Union (UPA)-31%
Anetaguayan Democratic Communist Party (PCDA)-23%
Liberal Democratic Party (PLD)-16%
Social Democratic Party (PSD)-15%
Secular Freedom Party (PLS)-9%
Acción Civil Peruana (ACP)-6%

The Archbishop of Anetaguay's has strongly praised the UPA for their "Firm commitment to the principles of religion and civilization", and urged all good Catholics to vote for them. Their confrontational attitude, lingering anti-Peruvian sentiment, and inspiration for the poor and unemployed are other factors that may be contributing to the unlikely upsurge of the party.

The US ambassador and representatives of the IMF have reportedly made favorable statements about the PLD and their "committment to the principles of free enterprise" and "total dedication to democracy". Their support is being derived from a coalition of the landholding aristocracy and business owners.

The Cuban ambassador has made strong statements in favor of the PCDA, promising aid if they are elected. The United Workers Federation has announced they are officially affiliating with the PCDA, as have the Workers United Organization of Labor. The Revolutionary Syndicalist Federation has also announced they will support them in the election, though they decline to affiliate with them. Political commentators have been stunned at the sudden and unpredictable surge in support they have gained.

The National Workers Union and the National Agricultural Union have decided to officially affiliate with the PSD, though the NAU wishes that the PSD had a stronger stance in support of agriculture.

The PLS has found most of its support from young college age voters. Much of the population was scared off of the party by the word "Secular", assuming it to be an atheistic and therefore immoral organization. When familiarized with the actual principles of the party, most voters responded positively to them.

The ACP has managed to gain nearly 100% of the vote of the Peruvian minority, which has been terrified that they will be ethnically cleansed if the UPA wins. Other than a few landlords supporting the party out of an attempt at preventing land reform, they have not gained much of a following outside the Peruvian community. Much of the political landscape is outraged at their perceived caving to Peruvian interests.

The RSF and NAU have jointly announced that if a program of land reform is not carried out soon after the election, they will launch a strike which they urge all workers to participate in.

In other news, the ABC has invited all of party leaders to participate in a televised town hall style debate. Citizens are invited to ask party leaders questions; UN officials have promoted the event as a way to promote a democratic culture in Anetaguay.

(If you want to participate in the debate, just say in an IC post you will participate. Not participating will definitely hurt your chances. You will each be asked one question, and you will respond IC. The questions will be asked individually tomorrow.)

(A final note: New Parties can be registered at any time, up to and past the election; even in the middle of a term a new party may be formed.

The people can´t trust a party, a leader, which isn´t able to talk to his people, his country, and tell them the truth. Such, I, Alberto Granados, leader of the Unión Patriótica de Anetaguay, will participate in the debate.

I have every intention of doing so. I think the key issue now is getting our platform out to the people.

I find that any party whose members openly call themselves fascist disturbing, and I hope that the people of this great nation will see through their lies and vile extremism; we as a people cannot endorse such madness.

The PCDA?

It seems like communism is failing in Europe, and China's been moving to capitalism for decades. Why should we endorse an economic system that's already been shown to fail?

How about the PLS?

I can't say I care for their economics, but we tend to find agreement in social issues; I'd have no issue with working with them in the future.

What about the PSD, or the ACP?

The PSD seem too close to socialism for my taste, but at least they seem somewhat rational, unlike their comrades on the far left. I'm too familiar with the ACP's platform so I can't say; however, I am glad to see a party openly standing up for the rights of Peruvians.

May I ask why that is?

It seems to be a growing concern about the UPA; more specifically as to how extreme they are. I know that the ACP has garnered the support it has almost entirely from the fear that the UPA may follow genocidal policies; nasty fellows...

Overall? Pretty good; we're in third place already, and seem to have the most international support, barring Castro. I'm sure once the debate's happened, we'll see an uptick in support.
