[Forum Game] Champions of Olympus

Greetings, ladies and gentlemen, and welcome to my first Forum Game, Champions of Olympus. As usual, some credits are due, most profoundly from Frymonmon's World in Revolution and XVG's the The Twilight of Antiquity. This is my concept of creating a nation game set in the ancient Greek Period (with a few alterations), preceding the Greeco-Persian Wars of the early 400 BC's that would bring dominance to Greek Culture across the Mediterranean. This game will mainly focus on the actual cities of Hellas, rather then its colonies, though if the need comes, such could be altered.
The main idea of this game is to command a city-state of the Greek Peninsular, and lead it through times of turmoil, war, expansion, trade, art, and inevitable invasion of the foreign world. There are very specific and new conceptual rules within this forum game, so I implore you to carefully read the rules.
The year is 500 BC, seven years following the establishment of true democracy in Athens, and the Greek Peninsular is in total turmoil. In the south, the Spartan's and their armies march across the Peloponnese, waging wars in the pursuit of total dominance of its neighbors, threatening to throw the entire region into a state of armed conflict. Threatened by the aggressive Spartan Kings and their desire to re-institute the Athenian Tyranny, the Athenians prepare to defend their new democracy, while the Thebans, in the north, recently defeated by their democratic foes and forced to accept the independence of Platea, dream of vengeance, though reconciliation is not yet out of the picture. Yet not is all gloom for the Athenian democracy, the great wealthy city of Corinth has found itself with common cause to the Athenians, and now the twin cities stand united against the impending Spartan threat in the interests to prevent a Tyrannical restoration.
And finally, in the East, great forces begin to move. The Great King is impatient....
Joining the Game
In order to choose a nation, please list ANY three city-states that existed in Greece during the turn of the 5th century BC. Some frequently mentioned and famous cities include: Athens (Democracy), Sparta (Dual-Monarchy), Thebes (Oligarchy), Corinth (Oligarchy), and Argos (Kingdom). On your list (which should be organized in descending order), these states may or may not be included, for at the conclusion of a brief signing stage, I shall organize the game into the most effective and (hopefully), most enjoyable system of playable nations.
To provide a example:
1. Athens
2. Elis
3. Chaeronea
In the event of a regime change or the destruction of a city-state, players may be altered in terms of city location, or remain at their location, upon my discretion.
The New Concept: The Multi-Player City
In order to make the game more intriguing, I will institute a new system to the nation-state forum game. Cities that have a democratic or multi-bodied political institution will consist of more then just a single player, such as Athens or Sparta.
For Example:
Athens is a Democracy, therefore it will have three different players (hopefully). Each player will represent the Democracy as a entity, and must come to decisions as a body before making any actions in the thread. Therefore, a large nation such as Athens will be more difficult to play, as you are restricted to the desires and perspectives of your counterpart.
Sparta is a dual monarchy, and as such will provide two players and will function much as its predecessor (except with slightly more ease.)
Finally, Tyrannies, some Oligarchies, and Kingdoms, will be played by a single player alone, making the game easier for perhaps smaller nations that could easily execute authority without resistance from inward political factions or another Monarch.

Tyrannies/Kingdoms: One Player
Oligarchies: Depends on the system of government that existed in the time (politically unified or divided.)

In Thread Posts, Treaties, and Declarations of War
Ancient Greece was bustling with diplomatic activity in the late 6th and early 5th centuries, with active representatives appearing at friendly courts to persuade them into assisting whatever required to be done. As such, the thread shall serve as a international stage, as well as a domestic place for the institution and signature of treaties and laws. All events, all issues of concern, and eventually, all hostile declaratory activity shall occur here. If you intend to declare war, make it public within the thread (but be sure to have the approval of your colleagues), and then include a Mobilization within your orders. Mobilization at this time was the calling of the civilians to hoplite arms and the enlistment of the aristocracy into cavalry brigades, your army numbers listed in the stats is not a standing army, as they did not exist (excluding Sparta), but rather the total possible troops that may be raised by a call to arms.
Please find a suitable coat of arms, or anything that you may use to display your nation when posting in the thread, as it makes my life easier. Nations should strive to make multiple in-thread posts per turn, as of course, Forum Game activity is completely reliant upon the interest of its participants.
Orders
At the conclusion of every turn, (which will most likely be one year --or two in the event of a fairly peaceful interlude), participants must send in their orders via PM. A nation is obligated to send only a single order message, despite the amount of players the nation may have. If you wish to further the interests of your personal desires, separate from your colleagues within the nation and away from their ears, send me a PM as well with your listed intentions.
Major Cities (which shall be disclosed after the signup), will be given two normal orders, one legislative order (to pass a law --subject to rejection by other forces within the nation. Remember, even Kings and Tyrants do not truly rule as Absolutists), and a single war order in times of hostile conflict. Secondary Cities will receive one normal order, one legislative order, and a single war order. This rule is subject to alteration.
Orders may be anything from the construction of a temple, to the expansion of the army, or actions of military motions. Just keep them sane, and I am content. At such a point I shall roll a dice and determine the success (or failure) of the operation.
Updates and War-Mini's
Over the course of this game, I would like to sustain a compactness in updates, and maintain a update perspective, not separating actions through mini's, as I do intend to avoid the chaos that may emerge. Mini's however, may exist if a major event occurs, or a important military action has proved decisive, if not, it shall remain within the main update.
Trade and Production
Perhaps the most important aspect of the Ancient Greek world was the advanced trading system that stretched across the Eastern Mediterranean. There are several trading income bonuses, but most cities on a coastline will have at least one Trading Bonus: Aegean Trade. This Trade is rated either Low, Medium, Wealthy, or Lucrative, each one bringing a specific quantity of income into the nation. Nations may also receive trade bonuses from the size of their fleets, and expensive resources that could be produced as exports. Trade Agreements between nations may assist in the addition of trade bonuses, or a increase of rating on the Aegean Trade scale.
Production is fairly simple and straight forward. Some construction productions will assist in public opinion, or trade income, while the rest (such as infrastructural upgrades) will result in a production income bonus, working in a similar scale as the Trade System. Infrastructure is rated 1/10, and will result in a income bonus after the rating reaches 4 and will slowly increase as the infrastructure scale increases.
And there will be a Olympic games contest...
