Welcome to Crisis in China, a game inspired primarily by the works of Noco, XVG, Frymonmon’s old Crisis series. Our story begins January 1st, 1912, right after the creation of the Chinese Republic - that poor creature formed in the aftermath of the Chinese Revolution. With the Qing all but destroyed, egos and power collide and anything can happen.

Rules and Procedures

The foundation of this game will be on voting and fighting, whether within the Government or on the fields of China, or both. This is of course where you - the player - comes in. You will fill the role of a character in this period, making an original character who you shall direct through the tumultuous aftermath of the Chinese Revolution and whatever government follows suit. Given the inherent chaos of this setting, we'll have to see just how China turns out and I'll adapt accordingly to its unique government or lack thereof.

As I plan it, a "normal" flow of events will begin with a Crisis Phase wherein I levy a specific issue to the player base, which you may tackle in whatever harebrained ways you wish. This is precisely how our game will begin, the crisis of course being the rise of Sun Yat-sen as President, but further Crises will be unscripted and dependent on how the game progresses. Following the Crisis Phase, I will then have two half-year General Updates, detailing the happenings both within China and abroad if notable, with the possibility of further Crises between them.

You may ask yourself, "But what do I do during these General Updates?" Good question. During each half-year turn, players will have to major actions they can take:

  • Firstly, legislate. These are times when you should be debating, attacking and proposing legislation within the government, whether you are in the Government, or in the Army.

  • Secondly, orders. Each half-year, I will allow all players to send one order which I will determine the results of by GM magicks. As a rule of thumb, realistic and sensible orders that are backed by fellow players will tend to better, while crazy schemes ran solo will likely incur great risks and the potential for character death. Should any player reach the lofty office of President or Qing Emperor (AKA Emperor of China), they will be entitled to two orders unless otherwise stated. I will adjust this rule should such offices become defunct or changed.
Concerning stats, the only stats that there will be will be troop numbers. Any other qualitative or quantitative data will be reserved to my lonesome so I don’t have to actually make it nice and pretty for all of you.

Character Creation

I strongly encourage all players be a member of either the Government or the Beiyang Army, however, given my order policy, you can technically be someone outside of these institutions and participate. I will not tailor the game to those outside the government system - for instance, I will not model stocks if you insist on being a wealthy capitalist - but I will allow you some degree of autonomy so long as it doesn't annoy me.

With regards to how prominent your character may be, I say this: no one may start as head of an established party (see below for more details). Though I expect this to quickly change, I would rather players be simple members. As far as government involvement, I will allow players to have a backstory as an old government minister so long as said post was not major, such as Qing Emperor, President, Minister of Foreign Affairs etc. If in doubt, ask me. As a rule of thumb, make something fun but not something that can be considered over-powered or setting yourself up to dominate others because of your experience.

Puyi resigns, the Qing Empire falls!
Empress Dowager Longyu and the Beiyang Army under Yuan Shikai have officially produced a document, authorised by the young former Emperor, of the end of the Qing Empire. All over China, Han Chinese cheer at the overthrow of the long hated Manchu supremacy. The details of the abdication are that in addition to the allowance of the keeping of titles, the Qing Emperor was allotted their possessions, they could stay in the Forbidden City temporarily until they move to the Summer Palace, as well they would receive an annual stipend of four million silver taels. In addition, the government agreed that to care for the ancestreal tombs of the past Qing Emperors and allot expenses for the funeral and construction of the tomb of the Guangxu Emperor.

However, even as the ink dries upon the paper, ambitious politicians and generals who are no longer united by a hatred of the Qing must now find a way in which to create a functioning society, a functioning republic. If not, then these same men would ensure that China would perpetually be in crises until the last man is left standing.

GM Note: We are officially kicking off the game and thus we enter our first half-year update, spanning from January to June barring any (likely) interruptions and newfound Crises. Given the chaotic nature of the turn, it may be prudent for players to hold their orders until a time when they fell confident that their actions are viable. Although Pu-Yi and the Qing Dynasty have been wiped from all sense and form of governance in China, our fight is not yet over. It is paramount that we as a nation unite under a strong President as to ensure that our state can modernize and become free from foreign tyrants.

With these goals in mind, I write to you to remind you of the loyalty and dedication I expect from you and your subordinates. China is a state that can not, must not, and shall not operate under the guise of foreign influence or archaic thinking. To this end, only through strong leadership can China thrive. It is paramount that we as a army respect and understand the fact that there are those who may claim to be the proper and just leaders of China, but in reality and all truthfulness, only we, the bearers of a modern China, are truly suited for this task of leadership. We are the ones who have fought for the Chinese people, we are the only ones capable of eradicating Western influence on our state, and we are the only ones in China who are truly capable of leading it into Ten Thousand Years of Modernity.

Loyalty, Dedication, and Progress. We practice loyalty to our leader and to those in the Heavens. We will dedicate ourselves to the cause of Chinese modernity and to our leaders. We will progress past the barbaric past and nature of the Qing and forwards towards a new dawn for China.   • The Office of Provisional President of the Republic of China shall be handed over to His Excellency the Commander and Chief of the Beiyang Army Yuan Shikai. Zhang Zhoulin will be appointed as Provisional Vice President of the Republic of China.
  • The Republic of China shall hold two national capitals, Peking, which will contain the offices of the Executive ((President, Premier/Cabinet)), and Nanjing, which will hold the offices of the legislature.
  • The Republic of China shall begin the drafting of a constitution. The provisional legislature shall draft it, and it will then be sent on to the provinces of China where they will vote on it. A 2/3rds majority is required for it to pass onto the President. The Provisional President will decide if the proposed constitution is in line with Tridemism, and holds the right to veto the constitution if it is not
  • The former Provisional VP, Li Yuanhong, is named Commander of the Chinese Republican Army, and is tasked with consolidating the Republican troops of the Revolutionary Movement, former Green Standard Army forces, and other cadres that participated in the Xinhai Revolution loyal to the Revolutionary Movement and China.

Firstly it's polite to ask first, second given there was no Puyi at the start he just gave up and is a six year old living in the Summer Palace with no allies. It might be more beneficial for you to ask for a different character, however if you would still like Puyi, it'd be a while before he becomes relevant again (literally a decade at the earliest).

Nanjing? Peking? China Divides!
With the resignation of the Qing Emperor, the Republic reigns victorious. Sadly, even in the wake of such a victory vast chasms can be found within the government and the army. A joint agreement between Sun Yat-sen and Yuan Shikai, the leader and generalissimo of the Republic respectively, seemed to divide the nation with one sort declaration. While Sun and his cadres of republicans moved to establish an assembly in Nanjing, the executive under Yuan and his fellows moved into the princely comforts of Peking. Further, the position of Commander and Chief of the Beiyang Army was removed from Shikai and given to the former Vice President Li Yuanhong, although the generalissimo managed to retain command of the potent First Army.

This left the two men whom the majority of sway within the Republic with their own devices and away from one another. This left quite a chance for out maneuvering, which Yuan Shikai aptly did in singular fashion. As Sun established the Legislative Yuan in Nanjing, Yuan moved the First Army north and settled it comfortably into defensive positions throughout the Hebei province, where their offers of food and work was gladly accepted my multitudes of peasants. Yuan as well engaged in a campaign of modernisation, bringing Peking and Tietsen from the depths of Qing tax hell to a much more streamlined, modern tax hell. This allowed him to fund his expansion of the First Army.

Luckily for Sun, his cabinet was not completely dedicated to the creation of the Legislative Yuan. Cheng Dequan, the Minister of the Interior, saw fit to organise the Nanjing police force into a somewhat legitimate enterprise under the Ministry of the Interior. This allowed the Legislative Yuan to be formed without any outside interference, if such interference was indeed ordered. Interestingly enough, Sun had a rising star to compete with as Song Jiaoren began to undermine and subvert Sun's control of the Tongmenghui as he organised what was essentially a secret society into something more akin to a political party.

The Tongmenghui (TMH), no longer under the repressive heel of the Qing and due to the efforts of Song, began not only to have open membership lists, but open headquarters and membership dues as well. This entrenched the TMH as the Republic's first legitimate political party in the post-Qing era. However, it also means that Song had pre-empted Sun in his place as head of the body, relegating him (at least temporarily) to a more of a figurehead role.

Zhang Zuolin, now Vice President and Major General in the Beiyang Army, proceeds to establish the Vice Presidency in Mukden, far north of either Peking or Nanjing. His forces maintain stability in the northeast as both the city and the province begins to turn distinctly pro-Zuolin. The various hobnobbers of Mukden meet regularly with the Vice President, while the 'bandits' are regularly removed.

The Third Army also moves to Hebei, which becomes an increasingly militarised state. Cao Kun finds himself outranked by the President's Army, and is unable to engage in such whims as to he wished. Although one of him subordinates, Wu Peifu, begins to eat with the men and attempt to crack down on banditry, which given the sheer amount of military men in the province has become uniquely absent in the province.

Yan Xishan recruits men from the various villages of Shanxi, establishing himself in the foremost authority in the region. His forces are large enough to ensure that banditry is kept to a minimum, although both pro- and anti-Xishan corruption are rife.

Li Yuanhong, forever thrust into positions of greater importance, finds himself as Commander in Chief of the Beiyang Army. Somewhat lost, he warms to the idea after a few months and marches confidentially south towards Sun and the TMH. The structure of China was distinct, in the North was Yuan, and the South was Sun.
