Hello all and welcome to what I hope will be my most successful game Rise of the Republic. This will be a simulation of the days and years in the New California Republic following the death of the nation's most beloved president a woman by the name of Tandi. This game will take place in the Fallout Universe a setting in which 3 out of 5 of my past games have been. This time I am setting the timer back earlier then I have in any previous games, we go to the year 2248. Rise of the Republic will be a nation simulator we will have political parties, bills, elections etc. There will also be election, turn and war updates. I will keep a careful count of the stats and I hope that you guys will all have a lot of fun.

1 turns is 4 years, unless we're at war in which case there'll be war minis. Elections also get their own minis and they happen every 4 years for congress. For the President they happen only once and then that person is in for life unless you guys want to change that.

Lore: Securing the South
Following the rescuing of Tandi by the Vault Dweller, the village of Shady Sands began to grow and became an economic power within New California. They would soon replace the Hub as the most influential area and in 2186 the New California Republic was formed and Shady Sands was renamed NCR. The ideals of the NCR would spread over New California very quickly, with their morals representing that of the old world. By 2189 they would already consist of their first five states and would become aware of the Brotherhood of Steel. These states were Shady Sands, Maxson, Hub, Los Angeles and Dayglow.

In 2196, the first president of the NCR, Aradesh, would die. In response, the council of the NCR would unanimously elect his daughter, Tandi, as the nation's second president. By 2241, the city of Junktown would join the NCR state of Shady Sands. Also around this time, the NCR's vast supply of brahmin would be key in the growing world of economics. This would give them meat for food, leather for clothing and force competition with other growing states such as San Francisco and Vault City.

In 2241, the NCR would face problems from the New Khans. run a propaganda campaign against Vault City and aim to annex the squatter town that had taken up residence out of the ruins of their old vault, Vault 15. Hired by Tandi, the Chosen One, would act as an agent of the NCR and wipe out the New Khans, allowing the NCR to annex Vault 15.

The Enclave
While the NCR's holdings in the north would make them aware of the Enclave, initially they would take no action against them. Their then-allies, the Brotherhood of Steel, were not friendly towards the Enclave, and thus the NCR would remain pacifistic towards them for several years. Eventually, in 2246, the NCR would attack with the Brotherhood and eradicate the presence of the Enclave in what became the NCR-Enclave War. The NCR would take little from Navarro other than technology they could not understand and leave the Oil Rig and the main base abandoned. The NCR would continue their war on raiders, nearly eradicating the presence of the Vipers, Jackals and whatever was left of the Khans. The three raiding groups would then flee to the Mojave Wasteland.

Following 2242 and during the NCR-Enclave War, the Brotherhood of Steel relations with the NCR would begin to sour. They would continue their xenophobic nature to the point that during the NCR's initial movements in their war on raiders, they would refuse to cooperate with the NCR and sometimes attack them outright.

In 2248, Tandi dies at the old age of one hundred and three, leaving the council to decide who the next leader of the Republic would be.

Colonel Jonathan Carver

Born: May 9th, 2210 (age 38) in Shady Sands, NCR
Position: Commander of First Battalion

Bio: Born on May 9th, 2210 in the New California Republic – specifically, in Shady Sands. The son of a decorated NCR soldier, Carver desired to both follow in his father’s footsteps and to earn himself glory by fighting for his nation. As a boy, he gorged himself on tales of martial prowess and heroism and viewed war as proud and honorable, and desired above all to gain a name for himself as a legendary warrior.

In 2228, at the age of eighteen, he volunteered for the army and began training in Los Angeles as a recruit. Showing an aptitude for leading other men and performing above average in all fields during his training, Carver was signalled out for a future as an officer by his superiors and groomed for a future command position. By the time he was twenty-five and had been in the army for seven years, he had risen to the rank Second Lieutenant in the New California Republic Armed Forces. In 2241 he was promoted to Captain after successfully fighting against the New Khans, earning a reputation as a capable commander who could keep his cool in the heat of battle – something which could not be said for all officers. Carver fought with distinction in the NCR-Enclave War as the commander of a company in the 1st Battalion, leading his men to victory in numerous engagements over the enemy.

Following the conclusion of the war in 2246, Carver was promoted to the rank of Major. He would spend the next two years fighting against raiders in the north of the country. His actions and involvement in these conflicts gave him the experience to match his rank, and hardened him from the idealistic, patriotic soldier of his youth into a cold, hard, and unflinching leader of men – and an old hand at dealing death. It was also during this time that Carver lost his right eye to a sharpshooter's bullet, causing him to wear an eyepatch ever since.

After the retirement of the Commander of First Battalion in 2248, Carver was made his replacement, becoming Colonel Jonathan Carver, Commander of First Battalion.

Bio: Josh Lyman was born to middle-class parents in 2214, growing up in the rising NCR. Always a keen administrator and respected straight-talker, Lyman took an interest in politics while in high school, and by the age of 26 he had become an active member in Californian politics. Having made important political connections and gathered valuable experience and knowledge, Lyman was recently elected Governor of Dayglow.

Name: Chief Jesse Friedman
Age: 48
Position: NCR Rangers Chief
Bio:
Jesse Friedman was born as a member of the New Khans, a tribe (or gang as most in the NCR’s government and military were wont to call them) that respects strength above all else. Much of his youth was spent learning the ways of battle, often dominating other children so handily in fights that his instructors would pit him against at least two opponents at once. His greatest talent though, was with firearms. By the time he was thirteen he could consistently hit moving targets at one hundred yards.

But his early years were filled with more than just brawls and weapons. Shortly before his seventh birthday, a former member of the Followers of the Apocalypse joined the New Khans. She served as Jesse’s tutor and ended up teaching him more than his other instructors ever could. From her he learned to read, write, do math, properly clean a gun, perform chemistry, and as he would say was most important, use logic and think things through clearly. Even her belief in nonaggression rubbed off on Jesse to some degree and he would rarely start fights with the other children, so long as they left him be.

By the time he was sixteen Jesse still had yet to take part in any raiding, unlike most of his friends and similarly aged cousins. Most of his time was spent crafting medicines for the tribes’ use and to sell. This came to an end when members of the Jackals attacked the New Khan’s camp. They slaughtered dozens of Khans that day, but they were ultimately able to escape and set up camp elsewhere. Jesse fought viciously during the attack, fatally shooting two Jackals and knocking a third unconscious before being knocked out himself. When he came to he was surrounded by a squad of NCR Rangers who had driven off the Jackals and brought him to a clinic in nearby Shady Sands.

Separated from his tribe and left with no way to contact them, Jesse wondered if it was fate that had brought him to the NCR and he settled down in Shady Sands for a time, making medicine for doctors and the followers of the apocalypse. This didn’t last long however as his upbringing with the Khans still had some hold on him, driving him to volunteer for military shortly before turning twenty.

He rose through the ranks quickly at first do to his great skill and intelligence, but his progress came to a sudden and abrupt halt at the rank of second lieutenant when he began speaking out against the corruption of NCR, and the undue control the ranchers had in government. Chaffing under the political pressure, Jesse requested a transfer to the rangers which were known to be much more independent and free from the influence of politics, allowing them to actually help people. He succeeding in completing his training and was officially named a ranger in 2224.

Over the next several decades Jesse took part in a number of high risk assignments, always putting what he felt was right and just ahead of the interests of the politicians or wealthy citizens of the republic. While this earned him few friends and a fair number of scars, he gained immense respect from the other rangers, especially the newest recruits. When Chief Elise died in the assault against the Enclave in 2246, Jesse had nearly unanimous support from the other rangers to become the next chief. While the politicians were wary of allowing a self-avowed ‘anarchist’, who had spoken out against them several times, fill such an important role, they recognized two things. First, that Jesse was extremely good at his job and would likely make an excellent chief, if a slightly uncontrollable one, and second, that if they refused to give him the position it was entirely possible that they would lose control over the rangers that supported him.

Jesse Friedman, former Khan, was named Chief of the NCR Rangers in 2247.

Name: James Bernhard.
Age: 34 Years Old.
Position: Senator from Klamath.
Bio: James has lived a fairly normal life, though he is of one of the more prosperous families in Klamath. He's been well liked for years, though he hasn't necessarily distinguished himself before. James sees his new opportunity as Congressman (which he attained through general popularity and family connections) as the chance to prove himself and make real change in his community. One of the most important issues for him is ensuring that everybody has a job, and that there is enough education to ensure a good supply of skilled technicians, engineers, and craftsmen, as that will allow California to grow in infrastructure and reclaim more and more land. He sees human progress as inevitable, but he also doesn't see how there can b people with no work or education in the new world (since the great war). He's a loose member of the California People's Party.

The Chinook Derch

When the Bombs fell and the Old World was erased, new civilizations arose to fill the void. And such was the case of the Chinook Derch, hailing from the untamed lands of Oregon. Initially formed along The Island and along the Billy Chinook Lake by bands of local survivors, ranging from scared civilians to national guard and police elements, these people have survived any way they can, at first looting and trying to farm, and eventually turning to raids and slaving.

Over time, these survivors developed a new culture, one more savage and uncivilized, becoming akin to tribals. Their language was corrupted into what they now refer to as "High Derch", and is seen by these tribals as a superior form of communication. Similar and perhaps almost understandable to English-speakers, High Derch nevertheless would serve to isolate the Chinook Derch from opening themselves to major outside influence. Over time, the political structure of the Chinook Derch reverted to a theocratic state, with a single chief, the first being regarded as the finest warrior in the world, in actuality simply being a police captain quite skilled with a blade. Gradually the Chinook Derch developed a religion based on a mythical river known by their ancestors as the Wolger, whose rights of ownership belonged to the Chinook Derch. By his very nature, each chief was ordained to bring his people ever-closer to finding the Wolger, though in truth, most chiefs simply claimed dreams or invented stories that would allow them to benefit to claim their duty fulfilled.

However, after facing an unfortunate period of hardship, the Chinook Derch were driven from their lands by rival tribes, forcing the Derch to flee southward. Faced with enforcing stability, the 23rd chief of the Derch - one Chief Tear-Ants, named in honor of a distant ancestor - claimed that with their new-found freedom from land possessions, the path to Wolger was clear; the Derch must go south, said he. Imbued with religious vigor, the Chinook Derch have since then made their way out of Oregon and into the northern-most regions of the New Californian Republic, not truly aware of what exactly the NCR, or "Eenseear" as the Derch call it. was or why it mattered. Still, under their newest chief, the Derch have begun to grow tired from travelling, and have taken interest in the foreign people they are now encountering.

Chief Kert

Position: Chief of the Chinook Derch
Biography:


Son of Kerl, son's son of Kerk, Chief Kert has strong blood which has produced a number of great warriors and leaders. Having ascended to power after the sorrowful death of Chief Babi, him having fought bravely against a pack of strange, rabid, mole beasts, Kert has done well to build on his predecessors legacy, while pushing southward in pursuit of the Wolger. However, Kert knows that his people tire of nomadic travel, and that eventually they must settle to repopulate and regain honor as a culture.

Still, Kert is extremely wary of any foreign influence, and has kept his people far from the hands of the Eenseear strangers and their peculiar outfits, flags, and weaponry, outclassing the Derch's primary weapons of blades and the occasionally scavenged firearm, wielded firstly by the tribal elite.

Position: Admiral of the NCR navy
Bio: The small village of Deià was a rather poor and neglected outpost in the southernmost territories of the NCR. Set up in 2130 as a small rest stop for those wishing to travel further south, Deià rapidly became an important fishing village. In 2221, Josef Ramírez, son of Mary and Ted Ramírez, was born. It was in Deià that he learned his first trade, becoming an adapt fisherman. Unsatisfied with his life, Ramírez joined the local militia at age 16, staying in the corps for five years. It was during his tenure in the militia that he first traveled to the capital. Awestruck by the sheer size of the capital, Ramírez nonetheless used his charm to become somewhat well known in military circles, eventually earning the title of Captain. It was within these circles that Ramírez first learned his calling. Hearing reports of piracy, raids, and logistical failures along the coast, the strategists often bemoaned the lack of a navy. To Ramírez, this was an obvious problem that required immediate attention. Thus, it was that he obtained a commission from the Council of the NCR to lead a competent navy.

When he did finally fully restore it and regulate the supply lines for it, he saw a massive boom of his funds, becoming a wealthy man. He now owns several Super Duper Marts, well supplied, and a small restored office building.


He recently got elected Governor of Vault City, as his family originated from Vault 8.He is the youngest one to have ever been elected to this position. One of the most convincing factors was that he uses a big part of the money he earns with the Super Duper Marts to help rebuild the vault and surrounding areas, and feed,hydrate and house the poor, including the rest of the State.

Bio: A no nonsense cowboy who would seem more at home in the Mojave wastes than the NCR, Langston was just the man needed to control the wild hub. With his gruff exterior and lack of political wit he is viewed as somewhat of an outsider. Still he has led the Hub and has yet to be killed, so that must say something about his leadership.

Bio: Henry 'Hank' James McCourt was born to a prominent mining family near Maxson City, Maxson. His father owned three mines near Maxson City, giving the McCourt family power and wealth. Anyone who wanted to be someone went to the frequent balls and parties held at the McCourt mansion, which was really just a ranch with a large bunker. At the age of 20, Hank enlisted in the NCR Air Force, where he served as a pilot for seven years, before he was honorably discharged, after being caught in a Vertibird explosion. After his service in the military, Hank took up politics, where he served the NCR Congress for ten long years. Feeling like he was meant for something more, Hank ran for the Governorship of Maxson, his home, and won. He has been Governor of Maxson ever since.

Bio: Cole Tanner is the son of business master Tom Tanner. The Tanner Brahmin Hide and Leather Company is a major exporter of Brahmin hide and leather to the rest of the republic.
When Cole was growing up he learned a lot about the market and the importance of the government for his fathers company to grow. That was until his father died leaving him with a minor fortune, but the company was take by Tom Tanners vice president and is still run by him to this day. After his fathers death Cole was raised with his fathers close friend and Governor of Boneyard at the time. As Cole grew into a young man he was pressed with a choice become a merchant like his father and live a hard but successful life or become a member of government and maybe even president one day but a chance that he may never be elected.
Cole of cource chose the life of government and steady moved up the ranks until finally he was elcted Governor of Boneyard now his one goal is to make his father and adopted father proud.

The Constitution of the New California Republic



Preamble


We the People of the New California Republic, in Order to form a more perfect Republic, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the New California Republic.


Article. I. - The Legislative Branch


Section 1 - The Legislature


All legislative Powers herein granted shall be vested in a Congress of the New California Republic, which shall consist of a Senate.


Section 2 - The Senate


The Senate of the New California Republic shall be composed of two Senators from each State, elected by the people thereof shall serve for two years; and each Senator shall have one Vote. No person shall be a Senator who shall not have attained to the Age of thirty Years, and been two years a Citizen of the New California Republic, and who shall not, when elected, be an Inhabitant of that State for which he shall be chosen. The Vice President of the New California Republic shall be President of the Senate, but shall have no Vote, unless they be equally divided.The Senate shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the New California Republic is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two thirds of the Members present. Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the New California Republic: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.


Section 3 - Elections Meetings


The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof; but the Congress may at any time by Law make or alter such Regulations, except as to the Place of Chusing Senators. The Congress shall assemble at least once in every Year.


Section 4 - Membership, Rules, Journals, Adjournment


The Senate shall be the Judge of the Elections, Returns and Qualifications of its own Members, and a Majority of each shall constitute a Quorum to do Business; but a smaller number may adjourn from day to day, and may be authorized to compel the Attendance of absent Members, in such Manner, and under such Penalties as the Senate may provide. The Senate may determine the Rules of its Proceedings, punish its Members for disorderly Behavior, and, with the Concurrence of two-thirds, expel a Member. The Senate shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of the Senate on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.


Section 5 - Compensation


They shall in all Cases, except Treason, Felony and Breach of the Peace, be privileged from Arrest during their Attendance at the Session of their respective the Senate, and in going to and returning from the same; and for any Speech or Debate in the Senate, they shall not be questioned in any other Place. No Senator shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the New California Republic which shall have been created, or the Emoluments whereof shall have been increased during such time.


Section 6 - Revenue Bills, Legislative Process, Presidential Veto


All bills for raising Revenue shall originate in the Senate. Every Bill which shall have passed the Senate, shall, before it become a Law, be presented to the President of the New California Republic; If he approve he shall sign it, but if not he shall return it, with his Objections to the Senate, who shall enter the Objections at large on their Journal, and proceed to reconsider it. If after such Reconsideration two thirds of the Senate shall agree to pass the Bill, it shall become a Law. But in all such Cases the Votes of the Senate shall be determined by Yeas and Nays, and the Names of the Persons voting for and against the Bill shall be entered on the Journal of the Senate. If any Bill shall not be returned by the President within ten Days (Sundays excepted) after it shall have been presented to him, the Same shall be a Law, in like Manner as if he had signed it, unless the Congress by their Adjournment prevent its Return, in which Case it shall not be a Law. Every Order, Resolution, or Vote to which the Concurrence of the Senate may be necessary (except on a question of Adjournment) shall be presented to the President of the United States; and before the Same shall take Effect, shall be approved by him, or being disapproved by him, shall be repassed by two thirds of the Senate, according to the Rules and Limitations prescribed in the Case of a Bill.


Section 7 - Powers of Congress


The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the New California Republic; but all Duties, Imposts and Excises shall be uniform throughout the United States; To borrow money on the credit of the United States; To regulate Commerce with foreign Nations, and among the several States, and with the Tribes; To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the New California Republic; To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures; To provide for the Punishment of counterfeiting the Securities and current Coin of the New California Republic; To establish Post Offices and Post Roads; To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries; To constitute Tribunals inferior to the supreme Court; To define and punish Piracies and Felonies committed on the high Seas, and Offenses against the Law of Nations; To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water; To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years; To provide and maintain a Navy; To make Rules for the Government and Regulation of the land and naval Forces; To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions; To provide for organizing, arming, and disciplining the Militia, and for governing such Part of them as may be employed in the Service of the New California Republic, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress; To exercise exclusive Legislation in all Cases whatsoever, over such District as may, by Cession of particular States, and the acceptance of Congress, become the Seat of the Government of the New California Republic, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings; .It is also the duty of congress to elect the President of the New California Republic And To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the New California Republic, or in any Department or Officer thereof.


Section 8 - Limits on Congress


The privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it. No Bill of Attainder or ex post facto Law shall be passed. (No capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or Enumeration herein before directed to be taken.) No Tax or Duty shall be laid on Articles exported from any State. No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another: nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another. No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time. No Title of Nobility shall be granted by the New California Republic: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince or foreign State.


Section 9 - Powers prohibited of States


No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility. No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it's inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Controul of the Congress. No State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.


Article. II. - The Executive Branch


Section 1 - The President

The executive Power shall be vested in a President of the New California Republic. He shall hold his Office during the course of his entire life. He is to be elected through a simple congressional vote. The Person having the greatest Number of Votes shall be the President, should their be a tie between two candidates then the Supreme Circle shall decide the President through a simple yea or nay vote. No person except a natural born Citizen, or a Citizen of the New California Republic, at the time of the Adoption of this Constitution, shall be eligible to the Office of President; neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty Years, and been fourteen Years a Resident within the New California Republic. In Case of the Removal of the President from Office, or of his Death, Resignation, or Inability to discharge the Powers and Duties of the said Office, the same shall devolve on the Vice President, and the Congress may by Law provide for the Case of Removal, Death, Resignation or Inability, both of the President and Vice President, declaring what Officer shall then act as President, and such Officer shall act accordingly, until the Disability be removed, or a President shall be elected. The President shall, at stated Times, receive for his Services, a Compensation, which shall neither be increased nor diminished during the Period for which he shall have been elected, and he shall not receive within that Period any other Emolument from the United States, or any of them. Before he enter on the Execution of his Office, he shall take the following Oath or Affirmation: "I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the New California Republic, and will to the best of my Ability, preserve, protect and defend the Constitution of the New California Republic."


Section 2 - Civilian Power over Military, Cabinet, Pardon Power, Appointments


The President shall be Commander in Chief of the Army and Navy of the New California Republic, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offenses against the New California Republic, except in Cases of Impeachment. He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the New California Republic, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments. The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.


Section 3 - State of the Union, Convening Congress


He shall from time to time give to the Congress Information of the State of the Republic, and recommend to their Consideration such Measures as he shall judge necessary and expedient; he may, on extraordinary Occasions, convene the Senate, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper; he shall receive Ambassadors and other public Ministers; he shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the New California Republic.


Section 4 - Disqualification


The President, Vice President and all civil Officers of the New California Republic, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.


Article III. - The Judicial Branch


Section 1 - Judicial powers


The judicial Power of the New California Republic, shall be vested in one supreme Court, and in such inferior Courts as the Congress may from time to time ordain and establish. The Judges, both of the supreme and inferior Courts, shall hold their Offices during good Behavior, and shall, at stated Times, receive for their Services a Compensation which shall not be diminished during their Continuance in Office.


Section 2 - Trial by Jury, Original Jurisdiction, Jury Trials


The judicial Power shall extend to all Cases, in Law and Equity, arising under this Constitution, the Laws of the New California Republic, and Treaties made, or which shall be made, under their Authority; to all Cases affecting Ambassadors, other public Ministers and Consuls; to all Cases of admiralty and maritime Jurisdiction; to Controversies to which the New California Republic shall be a Party; to Controversies between two or more States; between a State and Citizens of another State; between Citizens of different States; between Citizens of the same State claiming Lands under Grants of different States, and between a State, or the Citizens thereof, and foreign States, Citizens or Subjects.In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Congress shall make. The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury; and such Trial shall be held in the State where the said Crimes shall have been committed; but when not committed within any State, the Trial shall be at such Place or Places as the Congress may by Law have directed.


Section 3 - Treason

Treason against the New California Republic, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court. The Congress shall have power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.


Article. IV. - The States


Section 1 - Each State


To Honor all others Full Faith and Credit shall be given in each State to the public Acts, Records, and judicial Proceedings of every other State. And the Congress may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.


Section 2 - State citizens


Extradition The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States. A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.


Section 3 - New States


New States may be admitted by the Congress into this Republic; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress. The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the New California Republic; and nothing in this Constitution shall be so construed as to Prejudice any Claims of the New California Republic, or of any particular State.


Section 4 - Republican government


The New California Republic shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive when the Legislature cannot be convened against domestic Violence.


Article. V. - Amendment

The Congress, whenever two thirds of Congress shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; Provided that no Amendment which may be made prior to the Year One thousand eight hundred and eight shall in any Manner affect the first and fourth Clauses in the Ninth Section of the first Article; and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate.


Article. VI. - Debts, Supremacy, Oaths


All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the New California Republic under this Constitution, as under the Confederation. This Constitution, and the Laws of the Republic which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the New California Republic, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding. The Senators, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the New California Republic and of the several States, shall be bound by Oath or Affirmation, to support this Constitution; but no religious Test shall ever be required as a Qualification to any Office or public Trust under the Republic.


Article VII. - Morality Laws


Within the New California Republic the abhorrent practice of slavery in any way shape or form will forever for be banned and it is the duty of the Republic to free all those currently in bondage. Furthermore the criminal substances known as chems including but not limited to jet, psycho, buffout and, steady are banned from the Republic.


Article VIII. - Suffrage



All citizens of the Republic above the age of 18 are compelled to vote in local and state elections.


Article IV. - Ratification


The Ratification of the Conventions of five States, shall be sufficient for the Establishment of this Constitution between the States so ratifying the Same.

A World without Tandi

It is January 5th 2248, Tandi the mother of the NCR has died and for the first time sense the Republic was founded there is no President to guide the Republic. Today the nation is more threatened then ever before, as the Brotherhood of Steel once the Republic's greatest ally has recently been attacking Californian patrols on an ever more regular basis. Across the wasteland more and more Californian settlers have been spreading out in all directions many of them heading south into Baja and east into the uncharted Mojave. These settlers have the rangers stretched to maximum capacity as they struggle to keep them safe from roaming raider tribes while at the same time attempting to secure important infrastructure in California itself from the threat posed by gangs there. The pioneers themselves are driven by a lack of farm land back home in California as the Brahmin Barons there buy up ever more farmland to feed their growing herds. In many of the nation's urban centers poverty is the norm and young men with little opportunity often are found turning to a life of crime in order to sustain themselves. Finally public services are strained to the limit as they are forced to accommodate thousands of new Californian citizens that they were never originally intended to serve. As a result very few children attend school and many disputes end violently instead of in a court room.

However not all is bad for the Republic. Coming off of Tandi's 53 year tenure as President of the NCR, the New California Republic stands as the most prestigious and well respected nation in the wastes. Many northern tribes ranging from Oregon to Nevada harbor a deep respect for the nation after years of peaceful trade and cooperation between the groups. Furthermore the Republic's economy has never been stronger as new industrial centers pump out weapons, clothing, ammunition, steel, cement, rubber and many other products. The NCR is also home to hundreds of thousands of new citizens as under Tandi's presidency four new states joined the union bringing with them new commercial opportunities and a new tax base. Never before has the Republic's military been stronger then it is today as the NCR finds itself in possession of the most professional and well trained force in all the west (with the exception of the BoS).

With Tandi now gone it is up to congress to elect a new President to lead this nation into the trying times ahead.

If you are interested in running for President please give me your name and platform. People are also now allowed begin creating political parties can't wait to see what you guys think up.

Californian People's Party

The CPP has three goals:

1. Bring economic and social equality for all citizens (Ghouls can be citizens, supermutants can not)
2. Fight against corruption and end inhumane working conditions
3. Reduce organized crime by attacking the root of the problem- poverty

The CPP recognizes the failure of the NCR to properly care for its citizens, which has led to widespread crime and poverty. The expansionist policies strived for under President Tandi were achieved on the backs of oppressed and underpaid workers, as was the industrial growth of the nation. A new and more stable path must be sought, where progress is not achieved through the suffering and enslavement of our own citizens, necessitating greater government oversight of industry and redirection of funds to support our citizens rather than wasting our economy annexing deserts. President Tandi may be well respected, but she was not infallible, and many of her policies have weakened our nation and contributed to the large amounts of urban crime our nation sees. We must not ignore the plight of our people, poverty, and we must chart a new course for the NCR. Such is the position of the Californian People's Party.

The Formation of the California First Party

We ,Governor William Vanderbilt Junior of Vault City and Governor Cole Tanner of Los Angeles(Boneyard) have formed the CFP.

This new party will stand for the values of humanism, tolerance,and rebuilding.When we get elected,We will truly start rebuilding.Our people shall have living standards once more.We vouch for the further integration of the ghoul,supermutant and tribal populations, for that we may all prosper, no matter how mutated or irraidiated we are.We shall have ALL our children back in school.

For this Presidential election,I, William Vanderbilt Junior will stand for Presidency of our resurgent nation.
