Greetings and welcome to World in Revolution: 1956! This is my own installment in the popular World in Revolution franchise: having played more than a few myself I thought it's about time I take a chance at hosting one.

The game itself is quite simple. A forum member will take the helm of one country of any in existence in the year 1956. Through player choices and interaction, these players will guide their country through the turbulent latter half of the twentieth century. Will history repeat itself? In many situations, it is likely. Will a new path be taken in others, creating new possibilities only hypothesized of today? No doubt. Modern world history is, quite effectively, in the hands of the players.

A few days ago a thread was created and a signup period conducted, where we determined who exactly would play each [listed] nation. A detailed list of our initial roster will be provided below in the national statistics. Before the game begins, however, we must lay the groundwork of a few rules, and how exactly the game will function.

Rules & Procedures

Each player is required to roleplay the government of their assigned country. If this confuses you, read at least a few pages of any other World in Revolution thread. Players are expected to have at least a basic knowledge of their country's politics and governmental structure in this period.

The game will be conducted in turns. Each “turn” constitutes one in-game year. The game begins on 1 January, 1956, and the first year will encompass the entirety of 1956. After every turn, I will [try to] set a deadline for the next update, to keep the game somewhat quickly-paced.

Players affect history through both their IC (in character) statements and their orders. Each turn, I require players to send in a batch of “orders”, which describe their intent for that year: it can be anywhere from “raise business taxes” to “begin construction on two new battleships” to domestic politicking. The number of orders allowed to each country will vary on their importance. If a country is going to experience an election in a given year, an election order may be sent on top of the normal orders, detailing what the player wishes to happen in the election. Once all orders are received by the deadline, I will roll dice on each order, which will, along with the feasibility of the order itself, determine its overall outcome. All orders for successive years will be sent in the same Paradox Forum conversation, which could be titled something like this: “WiR 1956 – United States of America”.

I will do my best to write as many “mini updates” as possible. Mini updates are smaller than main updates, and generally have to deal with major events in the world: wars, major technological inventions, major elections, revolutions, assassinations, and others. I may occasionally ask certain players to send in orders for a mini; the exact number of your orders, and what you can do with them, will vary from mini to mini.

One key requirement of this game is that you play realistically. I don't want players saying stupid things just to say stupid things. I want people to behave as a government of the period would behave. No stupid stuff.

Which brings me to another thing. If your government is openly overthrown in a revolution, you will be kicked from the game, unless there are special circumstances. This isn't as a punishment, but rather to simulate the exchange of power between the party that was removed from power and the party that has just seized it. It is also to prevent metagaming by the player who has had to experience it. The booted player will be allowed back into the game at any time, so long as 1. they are interested in doing so, and 2. a spot remains open.

Next are nation tiers. For the purposes of this game, there are two tiers of nations: the superpowers, the regular nations. The superpowers are the dominating nations in the world, holding sway over a large portion of the world. Regular nations are the rest of those in the world, with their own varying power and weight on the world stage. All countries, regardless of tiers, will have 2 war orders should they be at war. War orders cannot be used for construction or recruitment. They can only deal with intelligence activities, military deployment, rules of engagement, and actual military plans.

Here is a brief description of the meanings of each separate part of nation stats for reference.

Quality: Failing – Poor – Average – Good – Excellent

Economic status:
Boom: over 3% annual GDP growth
Expansion: 1 – 3% annual GDP growth
Stagnation: 0 – 1% annual GDP growth
Recession: -2% – 0% annual GDP growth
Depression: under -2% annual GDP growth

Government – the type of government currently ruling the country.
Leader(s) – the title and name of the current ruler(s) of the country.
Ideology – the political ideology of the ruling party or faction.
Capital – the city that serves as the center of government of the country.
Political stability – the trust in government and overall condition of public relations expressed as a percentage.
Population – the total population of the country, with colonial population expressed in parentheses.
GDP – the total economic output of a country in millions of dollars.
Economic status – the overall development of the economy, whether it's growing or shrinking, the current type of economic system, and the current GDP/capita ratio.
Infrastructure – the current standing of hard and soft infrastructure throughout the country.
Administration – the efficacy of the government's bureaucracy in general.
Education – the degree to which a country's education system is modern and wide-reaching.
Health & Welfare – the strength of labor laws, health regulations, and government investment in healthcare.
Receipts – the total amount of money the government takes in, expressed in millions of dollars.
Expenditures – the total amount of money the government spends in millions of dollars.
Balance – the net amount of money the government makes or loses each year in millions of dollars.
Treasury – the total amount of money the government has in reserve or owes in millions of dollars.
Manpower – the pool of men (and/or women) the government can mobilize for military service.
Army – the quality of soldiers, the age of technology, and the size of the army.
Navy – the quality of sailors, the age of technology, and the size of the navy.
Player – the forum name of the person playing this country.

With the backlash against Stalinist tendencies initiated by Khrushchev's Secret Speech, the Yan'an and Soviet factions of the Workers' Party of Korea moved decisively against Kim Il-sung during his absense from the Democratic People's Republic of Korea. Their actions, coupled with Soviet and Chinese support, led to Kim Il-sung's overthrow and the formation of a triumvirate between the Yan'an, Soviet and Kimist factions.

Our Struggle: The Story of Vietnam
"All men are created equal; they are endowed by their Creator with certain inalienable Rights; among these are Life, Liberty, and the pursuit of Happiness.
This immortal statement was made in the Declaration of Independence of the United States of America in 1776. In a broader sense, this means: All the peoples on the earth are equal from birth, all the peoples have a right to live, to be happy and free.
The Declaration of the Rights of Man and Citizen of the French Revolution made in 1791 also states: All men are born free and with equal rights, and must always remain free and have equal rights.
Those are undeniable truths.
Nevertheless, for more than eighty years, the French imperialists, abusing the standard of Liberty, Equality, and Fraternity, have violated our Fatherland and oppressed our fellow citizens. They have acted contrary to the ideals of humanity and justice[...]

[...]We are convinced that the Allied nations, which at Tehran and San Francisco have acknowledged the principles of self-determination and equality of nations, will not refuse to acknowledge the independence of Vietnam.
A people who have courageously opposed French domination for more than eighty years, a people who have fought side by side with the Allies against the fascists during these last years, such a people must be free and independent!
For these reasons, we, the members of the Provisional Government of the Democratic Republic of Vietnam, solemnly declare to the world that:
Vietnam has the right to be a free and independent country—and in fact it is so already. And thus the entire Vietnamese people are determined to mobilize all their physical and mental strength, to sacrifice their lives and property in order to safeguard their independence and liberty."

The story of Vietnam has been one of oppression and division. For hundreds of years, the people of Vietnam have been divided among themselves, the feudal fiefdoms of the land fighting for control. Dynasties came and dynasties went. Vietnam shifted between ruling empires and petty kingdoms. It was a chaotic time, a time of division with no way forward in sight for the people of Vietnam. Nguyễn Ánh though would change that, as through a series of conquests he united Vietnam under his banner. For decades afterwords, the people of Vietnam were united and prosperous.

Then came the French...

It started off slow, with French influence slowly chipping away at Vietnamese sovereignty. They invaded our land, burned our homes, and subjugated the our people. By 1884, they made Vietnam into a colony, French Indochina, and began fifty years of oppression. They forces their ideals on us, their religion, and exploited us whenever they could just to appease capitalist pigs back home. Vietnam suffered under the French. Yet it also suffered under Japan. During the War, Japan invaded Vietnam and incorporated it into their Empire. They abused Vietnam like the French did, and their fascist tendencies brought more suffering to the Vietnamese people. They caused a famine that killed two million Vietnamese people, and scarred our society for generations to come.

Finally, Vietnam said enough to all of this. The glorious savior of our people, Hồ Chí Minh, formed the Viet Minh, a group of freedom fighters bent on beating back the Japanese and the French. They were successful, and in 1945, Hồ Chí Minh proclaimed that Vietnam would not suffer under colonial oppression or foreign control, that Vietnam would not suffer under capitalist oppression, and that the workers of Vietnam must unite behind the ideals of Marx to achieve prosperity and freedom. The French capitalists though did not enjoy this. The "Republic" sent forces to quash the rebels in order to continue their exploitation. This move was seen as unfavorable, and Vietnam garnered the support even of the United States in the quest for freedom. The war was long and hard, but much of the success of the war was granted by the Chinese. Vietnam's great ally, China, sent troops to train those who wished for freedom, and in return the Viet Minh beat back the French, decimating their forces, and achieving independence once and for all.

This was not to be set in stone by the western powers. Fearful of Vietnam's devotion to the glorious ideals of Lenin and Marx, the western powers divided Vietnam in two, one to be managed by the righteous liberators, one to be managed by a corrupt Empire. This was not to be permanent, for a referendum would be set in place to answer the divisional question. That was not to last, for in 1955, the dastardly capitalist persecutor, Ngô Đình Diệm, rigged a referendum in the south, proclaimed a Republic, and shunned the referendum from happening. The west too betrayed their obligations, and allowed Diệm to do this. This fiend, this antagonist, this foe, derived Vietnam of unity for the sake of a corrupt system of government that persecutes its own people for the sake of religion. They are like the French, refusing to give in to the demands of the people for a unified communist state and oppressing those who speak out for it. They must be destroyed, for only when Diệm is removed from power and Saigon joins the workers of Vietnam in uniting the country can their be peace and prosperity.

Long live Vietnam, long live President Hồ Chí Minh, and death to the dictatorial south dividing this country!
 
Post-Vargas Brazil

From 1930 to 1954 Brazilian politics were dominated by Getúlio Vargas. Vargas first came to power in the Revolution of 1930, supported by the rank and file of the armed forces. During the 1930s and 40s he built an authoritarian corporatist regime known as Estado Novo. In 1945 Vargas moved to liberalize the regime, prompting a bloodless military coup. Despite the coup, a new liberal constitution was adopted in 1946 and Vargas was elected president four years later. In 1954 a political crisis resulted from an assassination attempt on an opposition politician in which Vargas was implicated. Rather than step down from the Presidency Vargas shot himself.

After the death of Vargas his vice president, Café Filho, assumed office. He was replaced a little more than a year later by Carlos Luz due to poor health. Luz himself was removed after only three days and replaced by Nereu Ramos, the Minister of the Army, who served out the rest of Vargas’ term.

The 1955 presidential election was a referendum on the direction of the country in the post-Vargas era. During his second stint in power Vargas promoted a populist version of government-directed developmentalism, and the election pitted supporters of his policies against the right-wing opposition. Juscelino Kubitschek of the pro-Vargas Social Democratic Party formed an alliance with João Goulart of the left-wing Brazilian Labor Party, and together they went on to defeat Juarez Távora of the right-wing National Democratic Union with the support of the Communist Party of Brazil.

The inauguration of Kubitschek on January 31st 1956 brings with it a feeling of political optimism. Having campaigned on a promise of “fifty years of progress in five” the new president is set to unveil a plan of national development that will complete Brazil’s transformation from a plantation-based agrarian economy to a modern industrial power.

Governor-General Iskander Mirza, visibly frustrated over the workings of Prime Minister Chaudhry Muhammad Ali's proposed constitution felt immediate change was needed before it was too late. Public and political opinion was 'less then satisfactory' over the document, as the "One-Unit Program" was hated within the western provinces for removing their autonomy. The east was disgusted over the obvious lack of political representation within the new government and the neglect of Bengali as an official language, which Mirza was.

There was only one solution available to the Governor-General, offered by his former Prime Minster Mohammad Ali Bogra he sacked in August 1955. Known as the "Bogra Formula" proposed in 1953 which solves most of the current and expected issues with Pakistan, both politically and socially. Mirza suggested to himself that reappointing Bogra to Prime Minister and implementing his formula could gain himself much acclaim as the savior of Pakistan. It would be an awkward reunion for Mirza and Bogra, but Mirza (who is in the most simple terms an opportunist) wishes to keep his grip on the position of Governor-General, and potentially the future position of President while gaining popular support from the public and political circles.

A phone call was made from the capital Karachi to Pakistan's Embassy in the United States:

Mirza: "Hello Ambassador Bogra, it has been some months since our last conversation."
Bogra: "Yes, it has been, what can I do for you Sir?"
Mirza: "Well, to put it short, I wish to apologize for what happened in August, since I never had the opportunity once everything happened, and I wish to undo the mistake I made."
Bogra: "Are you suggesting I return as Prime Minister?"
Mirza: "Yes, but I have conditions to be met if this is to work, since things here at home are a mess."
Bogra: "What are these conditions?"
Mirza: "Your old proposal you made in 1953, which as I now admit, was illegally removed. If you return it to the Constituent Assembly, and expand on it, we can finally fix this damned mess within the country."
Bogra: "Are you sure you can push this through? Ayub Khan holds much sway over the army, and his influence grows within the militarist politicians."
Mirza: "Yes, but to do so we need to remove the One-Unit Program to keep the western provinces in line, restoring their autonomy, which should stave off any moves he could make, also making promises to expand the military budget."
Bogra: "And what of Prime Minister Chaudhry?"
Mirza: "The moment you accept, he shall be removed from his post."

Bogra takes a long pause, contemplating the offer made.

Bogra: "Well Sir, I accept your terms"
Mirza: "Good, I shall greet you when you arrive in Karachi and we can begin the process to correct the wrongs made."

Mirza hangs the phone up, elated that he has the opportunity to upend his political enemies, and cement his powerbase into the future, if everything goes to plan...

A public address was made by Governor-General Mirza once Muhammad Ali Bogra arrived in Karachi:


"Citizens of Pakistan, I bring news that the proposed constitution, one that has been in the works since last year, is not satisfactory to the needs and desires of the Pakistani People. It is unfortunate that I must admit this, but the process to bring a truly pure and just document to represent our great nation is not complete.


As such, after much conversation and discussion, I have decided that former Prime Minister Muhammad Ali Bogra be returned to his post, and he shall implement his "Bogra Formula" which was removed illegally in 1953. This formula was popular then, and expected to be now, and if you support me and Prime Minister Bogra in this endeavor then Pakistan shall be guided into the future with the rightful security and liberty it deserves. I cannot say when a new fully written document can be given, but I promise it shall be a fair and free constitution for all Pakistanis."

The Second Five-Year Plan of the Republic of India, 1956-1961
Drafted and passed with the consent of both chambers of parliament, presided over by Vice President Sarvepalli Radhakrishnan, Speaker of the Rajya Sabha, and Speaker G.V. Mavalankar of the Lok Sabha, approved by President Rajendra Prasad and Prime Minister Jawaharlal Nehru.

Goals

I. The rate of growth of the national gross domestic product (GDP) per annum will be increased to eight percent (8%), an increase of two point two percent (2.2%) from 1956.

II. At least one quarter (25%) of national agricultural output will be produced through farming collectives, which will be established wholly voluntarily and with minimal state intervention.

III. National agricultural output will be raised by fifteen percent (15%) from 1956 amounts.

IV. At least four (4) major infrastructure projects will be completed via the public works system.

V. Output by public sector heavy industry will be increased by at least fifteen percent (15%) from 1956 amounts.

VI. The state revenue will be increased from 241,851,281,380,002 Indian Rupees (($38,173 million statbucks)) per annum to at least 247,747,902,235,618 Indian Rupees (($39,100 million statbucks)) per annum.

An official letter is sent to British Prime Minister Anthony Eden from Governor-General Iskander Mirza:


"To The Right Honorable Anthony Eden, I wish to notify you and Her Majesty's Government of the impending constitution that will be implemented in the Dominion of Pakistan. It's structure shall be shown publically soon to the people, but we wish to notify beforehand that we shall relinquish ourselves of Dominion status within the Commonwealth and become a Republic.


But, we do not wish to remove ourselves from the links we have within the Commonwealth and that to the United Kingdom. We propose that the special status that was applied to India during the London Declaration be given to Pakistan as well. We shall always be friends to the British, and we hope this proposal can propel us into a new and bright future."
