Hey guys, I've been looking for the answers to the following questions with no luck:

1. What is the purpose of fosterlings?

2. Does intermarriage between two noble houses improve relations?

3. What do you do when your ruler goes insane and his stats tank? Is there any way to declare a regency?

1) Fosterling can get better education results (or worse) they can get traits, friends or rivals.

2) Marriage increases relations, but since relations don't do much in the game it is not really an important factor.

3) You have to sit it out and hope he dies quickly. You can't declare a regency.
 
Relations is only important for getting independent rulers to pledge to be your vassals. Relations and loyalty are entirely divorced, so someone with +200 relations but low loyalty will still break away from you, while the opposite is also true. In DV 4.1b, relations only improves with marriage if the bride or groom is a ruler. You get no relations boost in my experience from marrying your heir to another ruler's daughter or vice versa.
