hey this is cool, but you should write descriptions to ideas too. like ideas have descriptions, and names, if you hover over them (ambitions and traditions do not). since you know alot more than they do, you could also write that.
 
Might be a little ignorant, but that's not 1, not 2, but 3 ideas related to the Jews in Frankfurt. Not to sound insensitive, but were they so important to Frankfurt as a whole to merit half the national idea slots?

Also, I don't like hostile core-creation, in general, nor do I think it's a particularly warranted idea in this case. They're a Free City under protection of the Emperor, which means they've got an additional level of support most other nations do not. They don't need increased core creation as well.

The jews played an important role in Frankfurt's history. I actually had problems not putting more national ideas about jews. There is also not too much information about the Free City of Frankfurt and most of that information is about jews.

The hostile core-creation is because of the massive importance in the HRE. Quoted from wikipedia: "Due to its imperial significance, Frankfurt survived mediatisation in 1803."

Except that so did Hamburg, Bremen, Lubeck, Augsburg and Nuremberg, all represented in game, all lacking that similar +HCC. That's one of the major reasons why those cities are represented as Free Cities in the game, despite there being many, many more (also to keep the number of provinces reasonable in the HRE as well, to be fair). Because they were the 'most' important.

What about the imperial postal service based out of Frankfurt? Can't tell if that was one of yours. And HRE emperors being crowned there from mid 1500s (I think) onwards.
 
Perhaps replace the core creation cost with something like an additional merchant
 
A quick search on the internet and you will find out that the jews of Frankfurt where oppressed and exposed to several attrocities during the timespace of EU4.
I really do think it would be very unethical to through the national ideas present Frankfurt as some kind of "safe haven for Jews" when in reality it was not.

I'm not aware if the expulsion of Jews from Spain is a thing in EUIV. If it was added, it could give those countries accepting the immigration of Jews some modifiers like
+1 unrest
-1 interest
-5% tech cost for 20 years or +1 tax development in a random province
(Probably, the base interest should be increased to 5%)
There could even be some follow-up events around tolerance.

Probably, these kind of migrations were not exclusive to Europe/the Jews (?)
