I don't know exactly what the Free Realms-mod was, but considering the possible similarity I would suggest that you check out the Titular Kingdoms Mod over at The Citadel. It allows a scenario where all High Lords are independent.

Oh, the description given for that sub mod made it seem that it just created the titular titles but awesome if it does what you say that is exactly what I am going for, thanks
