I've seen that there are some shields and flags of states which weren't used. Some of them didn't work like MER.
Which states work?
2.
If I want to change the soldiers of the BAN that they look like the soldiers of VEN, what have I to do???

Its covered really really a lot in previous posts over the past few months. Some free states were never implemented. Some can revolt historically. Some will crash the game. The graphics thing is pretty much written in stone.
