Even after the Hotfix (Livy Patch) my game still has the same issue, I click on the "Play" button from the luancher and the loading screen freeze, the task manager say "Not responding". I have Win 7 64 bit, maybe because that OS now is pretty old? I don't know
 
It's not a WIn 7 issue, that's for sure and Win 7 is perfectly capable of running everything. I currently have the same issue using Win 10 btw.

Does it do the same if you run imperator.exe directly?

Add imperator.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

Also if you have the MSI Gaming App installed, disable it as it clashes with this game.

If that doesn't help:
DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Imperator/pdx_settings.txt.
From your Documents/Paradox/Imperator/logs/ folder, attach system.log .

Can this be right?
Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz (3 CPUs), ~3.2GHz
I don't recall seeing an odd number of CPUs before ...

Anyway please try the game in borderless and windowed mods in the launcher, any different?

And do CK2, HOI4, EU4 and Stellaris run okay on this box?
 
I am having this problem and I am using a Mac was working fine before Livy + patch. Game opens fine goes to nation selection screen, can click around nations and select, but once you push button to start game it freezes and I have to force quit. Tried uninstalling and reinstalling in steam. Stellaris and HOI4 work just fine. Something with the game starting after nation selection is the issue.
 
I'm using Mac OS Mojave and I have the same issue. When I click "Start" after selecting a country, the game locks up my system and I have to do a hard reboot to recover. The same thing happens even after reboots.

I changed it to 1024x1024, but got the same crash as before. I reported it via the crash report pop-up (like I did before).

Also, I understand that bugs happen. I can wait for a fix. But please do not tell us we have a "different issue" from everyone else experiencing the exact same thing in both Windows and Mac OS. We do not have a different issue from everyone else.

I did the same, and nothing changed, in my case, the game's freeze even before the menu showing up, just loading screen with the artwork
 
Same, no change.

Windows 10 on a laptop.

Oddly enough, game works on my windows 10 desktop just fine.
Very interesting! Maybe a Windows difference; can I see a dxdiag.txt and pdx_settings.txt from each machine please?
 
As per Mac situation, what I have noticed also is that there is no indication that the hot fix has been applied as the loader window still shows 1.3.0, but as noticed through working through the forums it would appear that it would have been applied because I can now scroll through the map on the country selection screen.

Again, the game just freezes after clicking a nation and then clicking start. I do not get an error dialog, I have walked away for a long time to see if it would load (does not). And I then must force quit the application to get out. Is there a fix coming for this?
