Friend can't play anything base game in my lobby?

I've submitted something similar before but: I was trying to play multiplayer with a friend, I own all the dlc and he owns very few so naturally I host.

Only to find that we couldn't use a date prior to 1066, he couldn't ruler design, play a pagan, a muslim, a jew or nomadic governments.

Any idea why? its an unmodded lobby
