Friendly Counsel bugged

Description​

I have 18 friends and my modifier Confidants (5) seems to work correctly, however I only have Intrigue: Friendly Counsel (2), Diplomacy: Friendly Counsel
A save a month before had me with an additional Stewardship: Friendly Counsel (My domain limit dropped was how I noticed)
Still left me one short of the 5 max I was supposed to have.
Looking in my memories I have not made new friends or lost friends since.

Steps to reproduce​

Have a lot of friends, more than 5, and let the game run. Some time later I have less than 5 Friendly Counsel modifiers.
