I remember Blue emu did some maths with the Soviet army saying upgrading is cheaper, but I prefer it this way as it means a more orderly army for me. Plus, the upgrading stopped my industrial progress which would mean in the short run it was bad.
Annoyingly, IC in MDS only adds 0.5 IC per factory.
Just played some more, but no update for some time.
It's indeed cheaper to build new troops than upgrade old ones multiple times, add to that the costs of supplies that you would otherwise have to pay. I'm not sure of the cost comparisons in MDS, but I'm pretty certain that at least in North Koreas case the costs of upgrading and paying for supplies would be larger than building new army, espescially as she can now invest saved IC into factories.
And I did have a 2000 Infantry upgrade ready to be finished, which would make massively high upgrade costs.
