How does the game work with full annexation turned off? One
of the great things about the board game is that it shows
this era as one of limited warfare. With full annexation
turned on it seems unhistorically easy to annex minors
via conquest. The problem seems to be that when you turn
full annexation off then it becomes impossible to perform
any military annexation.

In the BG the rules is that except for Russia and Turkey
no country may take the capital province in peace
negotiations. The only other exceptions to this such as
Austria annexing Bohemia and Hungary are handle by
special historical events.
 
When you turn forced annexation off, you can only annex diplomatically and can't demand all of the nation if you have conquered all of it.
