Full citizenship + minority soldiers pops promotion

Hi,

How should it be: shouldn't you be able to promote soldiers out of minority pops under full_citizenship in vicky:revolution 2.01 ? 'cause in my game, I can't ! I thought this is an issue adresssed by the last Revolution patch.

Maybe you have Pacifism as your military policy. In this case, you can demobilize but not promote pops to soldiers.

Like Hellkeeper said, the military policy of the party in power matters. You need Full Citizenship, but you also need Jingoism. I think it helps if you're also at war.

Na, I know that stuff already. Doesn't change anything: at war or not at war, jingo or pro-military, I'm simply unable to draft minority pops into the Army. The button remains hopelessly grey, and hovering over it always shows the same message: 'you cannot promote soldiers or officers if they don't have the same culture as the country'

So my question is: should it be this way, or not. The log of the last patch simply mentions that the issue has been fixed, but not in which way...
Methinks that when you take historical A-H during WWI, minorities should be available for military duty.

Notice that the mobilization option doesn't care about culture, and randomly promotes soldiers accross the county.

I just checked this, putting a Full Citizenship party in power in Russia, and it is not possible to convert polish or german pops to soldiers. This is strange, since it is possible to promote them to craftsmen, clerks etc...

I don't know why you are unable to promote soldiers then. I've been able to create soldiers from non-national POPs in that version of V:R, although I also had VIP installed. I assume you have all the supplies and cash you need to make promotions.

Sometimes I have thought I installed a patch, but instead ended up installing into the wrong folder(s). You probably haven't made that mistake, but it's an easy one to make.

Of course minorities should be available for army duty. The United States even invites non-resident foreigners into its military and the French have their Foreign Legion. That's a way to get citizenship in those countries.

As I said, it has something to do with the last patch. I recently got a new copy of vicky via gamersgate, which is already patched, and IIRC, in my old copy - which I somehow misplaced , minority promotion wasn't a problem. All we need here is an official statement about how things should work, in latest ricky version.
