Any tips on getting a country to adopt full citizenship?

You have to get a party that has Full Citizenship as policy elected to lead your country. Which country are you playing as?
 
Every election, pop up boxes appear which give you the chance to steer your peoples' ideology in whatever direction you want. Always choose options that say 'Full Citizenship' when they pop up.

But that won't do much good if none of the parties in the election have the Full Citizenship platform. In that case you'll have to wait. Most countries have at least one Full Citizenship party (usually the Socialists and Communists) but they tend to not appear until late in the game.

There are other methods, but they involve manipulating the sliders, or editing game files.
 
I'm playing as Mexico in Revolutions, VIP mod. I do have 1 full citizenship party but they can't seem to get about 20% of the vote.
 
If you research culture techs you'll have more freedom regarding which party you can put in power but arbitrarily changing the government will increase militancy.

If they are liberals, try restricting your voters to the wealthiest classes. That way, once you have a considerable amount of clerks and capitalists, they will offset the conservative votes of officers and clergy.

If they are a conservative party, try setting voting rights to "Landowners only", since Aristocrats usually are conservatives and or reactionaries.
 
the best government type in game is the communists+con monarchy, better if communist+democracy but that is rarer. You'd love the flux of immigrants and your abnormal assimilation capability. If you get USA to Communist, you're for sure an immigrant magnet that assimilates everything in your territory.

Remember to remove voting rights after the communists are elected/appointed.


note: there is a way to get Communists + Democracy, but that would cost a lot of militancy.

Step 1: Appoint the communists as Con. Monarchy
Step 2: Set voting rights to Suffrage
Step 3(Automatic): The communists would change your government form
Step 4: Set political reforms to allow a democracy
Step 5(Automatic): Government form changed to democracy
Step 6: Immediately change voting rights back to none


but if you start with democracy it'd be considerably harder for you to get the commies to power.
