Ive been playing for a little bit now, but have started expanding into regions that require a governor. There is just one problem: Loyalty.

Is there a way to avoid constant civil wars every decade or so? Because loyalty in governors sort of just tanks, and there doesnt seem to be any way to increase it.

Is there something im missing? Are there ways to increase Governor loyalty that im just not aware of?
