How did you manage to leave the imperium as the emperor? I should add it to the wiki.

How? You can't take the ascension perk if you're custodian or galactic emperor. You can't pass the custodian resolution if you have the ascension perk, nor can someone else propose you for it. And if you try to be smart and take the ascension perk while the resolution is either in the queue or in the senate, it instantly gets removed.

Are you using an oversight in the game, or a mod/cheat? As it should be impossible to be both.

i dont remember the exact steps i did, but i can try to reproduce it. i did it multiple times, although using the force senate vote and end senate session.
when i was custodian and lvl 4 nemesis, i was able to propose galactic empire
