How about some form of galactic UN in the late game? Civilizations can ofcourse join on a free basis, not like the vague system that Civilization 5 has.
It would be cool when civilizations debate about tensions.

Some kind of Galaxy UN would be awesome if they get the interactions right. ie not all powerful, but with agendas that have a vote.

Exactly my point.
Federations are more like a political union comparable to todays EU I think. Civilizations still have a own agenda but the federation leader plots the course for the entire federation.

A Galactic League would not be a political union like federations but more in the form of the UN, ensuring galactic peace. Joining it will have diplomatic bonusses for example but it is not something that you are forced to do.
 
Don't forget that there maybe alien races that don't give a shit about these social/diplomatic outlets.

The UN is a forum for international treaty making. Nations make agreements without sacrificing any of their sovereignty and can generally withdraw from a treaty with little direct repercussions. A space-UN would be just as valuable as the current UN is and a space Geneva Convention is not infeasible.
 
there shouldjnt be just oen space league though. some local space races mgith make some sort of space league as defence against *insert scary neighbours* whilst more advanced larger empries might more of a space UN that basicly regulates stuff a bit.

This is one of the few things I think Moo3 got right. It had a galactic council that was free to join. Those who did were bound by its decisions but you were free to just ignore the whole thing if your species didn't care about such things. I think you got a boost to trade bonuses and diplomatic relations with other members if you joined.
