The sentence 'galleys should not go outside of the Mediterranean, Baltic and Black seas' is an advice (they have biggest attrition rates or something?) or a recomendation to avoid cheap 'gamey', unrealistic fleets of galleys surfing the big seas?.

I have built a pair of galleys in an aztec port and they don't seem to be hampered anyway.

As far as I know attrition rates are simply higher for galleys - especially once you venture into a sea hex without a coast line. And since their combat value is quite low, at least in the later part of the game, I don't really think it would be worth the effort.
