Game breaking issue, AI randomly changes culture reformation in progress, while human player can't do anything to revert the changes.

Description​

I was emperor of Italia and culture head for Cisalpine, died. My 13 yo kid took over, but the king of Venice has now become culture head for Cisalpine, switched reformation that was ongoing for 30 years, to some random BS. In 2 years I became Cisalpine culture head again, as my kid has reached 15 years of age, that means maturity in CK3, and I was unable to do anything about that. Changing ongoing reformation for AI should be disabled, as it is disabled for the human player.

I did a search, this bug was reported back in 2022, the earliest I found.

I've been testing it numerous times, and AI always switches ongoing culture reformation totally randomly, and each time I was unable to change it back.

Steps to reproduce​

Die without and adult heir, then the next strongest AI takes over culture, becomes its head.

At least, let me say, that this is even possible between AI Rulers, this happens mostly after Save & Load, but it does happen in an active Game.

Culture Reformation is completly broken, when an AI Ruler is the Culture Head.
