So first of all I've been weary of making this post because I'm running the game on Windows 7 which officially doesn't meet the minimum requirements. However after playing the game for 20+ hours (it runs fine without Steam) I've decided to make a post since it might not be a Win7 issue.

So as previously mentioned the game CTDs when Steam is running but boots up and runs perfectly fine when it's completely closed. I've tried running it vanilla and with mods and it CTDs regardless. However, I've noticed something peculiar. I can run it via Steam once per PC restart. If not for that I'd be sure it's not a Win7 issue.

So far I've:
- Made full reinstall of Paradox Launcher
- Reinstalled CK3 twice (one normal reinstall and one full)
- Verified game files
- Disabled Steam Cloud
- Updated my Windows 7
- Updated my graphics card drivers
- Added both CK3 and Paradox launcher to my antivirus' exceptions
- Tried running CK3 with my antivirus closed
- Tried running Steam, PDX Launcher and CK3 as an administrator

Somewhat unrelated but I've also noticed that even though you can't run CK3 via PDX launcher without Steam you still can choose your playset in the launcher. Once you boot up CK3 the mods work, but you're still technically not logged in so your Monarch Journey rewards aren't in the game.

I'd just like to know if it's a Win7 related issue or an actual issue. So far I've seen a buch of people with similar issue but disabling Steam Cloud fixed their problem. I've seen only one other person that has similar issue which has not been resolved.

the problem is whether it’s worth diving into your issue as it could be almost anything and also being on a non supported platform further complicating troubleshooting

Yea that's why I've been weary of making this post. I did post on Steam discussions community help section, but no-one replied. Seeing how plaza is way more active I figured that while devs might not respond there's always a chance some other player might figure out the solution.
 
well try posting your dxdiag and the error.log, debug.log, system.log

Also does your envent viewer show anything in it that might point to something

Not really.
Seems like my error.log is empty because when I try to attach it I get "The uploaded file appears to be empty. Please try a different file." message.

Did you cut off anything from teh bottom of the dxdiag. I woudl expect some Diagnostics with Windows Error reporting given yoru crashes

Yea it turns out that three updates failed to install. Unfortunately the problem still persist. However this time when I booted up the game for the second time it did not crash but instead freeze with a black screen. Subsequent runnings were crashes though. Here's the DxDiag file.

Did you successfully get them to install? Failed updates may indicate a larger systemic issue in your system


I'd maybe try to use the AMD driver uninstaller, reboot, then reinstall your drivers
 
You are still on 2019 updates here:
Operating System: Windows 7 Professional 64-bit (6.1, Build 7601) Service Pack 1 (7601.win7sp1_ldr_escrow.190828-1732)
As satoru says you need to resolve your update issues with Windows, I'm pretty sure that will help.

This time I managed to boot up the game twice without crashing so there's progress at least. Still crashing though. I'll try reinstalling the drivers tommorow.

Note you still have to get those Windows Update issues to clear up. If 3 of them failed, its generally indiciative of much deeper system issues
