Once I launch the game, or resume a save the game immediately crashes when it tries to initialize.

I tried all the troubleshooting steps, including checking for updates, hard-setting at 60 FPS on the PDX launcher, but the issue persists.

Before when the game would crash in about 30 minutes, the other solution I was able to do was setting the affinity to cores 0-7 and it allowed the game to run quite normally.

I posted my computer specs from System Info. Of note, I have also just upgraded my CPU so I do not think this problem is connected to a BIOs problem. Additionally I pasted the specs here:

I have also just upgraded my CPU so I do not think this problem is connected to a BIOs problem.
I'd still check with ASUS for any available bios update, say in the last month or two.
I mention that because the affinity change you made that helped before, does point to a hardware factor in the issues you had then!

Assuming that does not help,
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log
From your Documents/Paradox Interactive/Victoria3/crashes/ folder, attach here the latest (only!) exceptions.txt
