There is one thing, that is counter intuitive and my be exploited:
If there is a hard cap of vehicles, that can be on the road at the same time, traffic should theoretically become less of a problem in very large cities.
Because then the same number of vehicles can spread out over a larger area.

ummm the problem is the same the number of vehicles (agents) even taking more area. but anyway I would not know to say
