I'm playing via Steam. Can access the launcher but game won't start. Registerred following error. Reinstall nor files compatibility check doesnt help. PLease help

You should probably post this in the eu4 technical support forum.

The message which you posted is just a normal startup message which does not indicate why it doesn't start.

How far in the startup process do you get and are there any messages in the error.log?
 
Thanks for the response. Error log seems enlightning even to myself:
[virtualfilesystem_physfs.cpp:1252]: Could not open file: pdx_settings.txt, error: permission denied


I am not a Windows expert, but I tried granting permissions via icacls:

I am passing my OS username didn't work out tho. Do you happen to know what kind of user must I authorize? Steam? "Europa Universalis" ?
 
Windows permissions are not usually the problem. The most common case for such problems is that there is a ransomware protection software which prevents eu4.exe from writing to that file, because it was created by the launcher.
In that case you have to add eu4 (and possibly the launcher) to the exception list of your software
  • If you have Windows Defender(also called Microsoft Defender), add the launcher and eu4 to the Ransomware "Apps Allowed Through" list(here are instructions for that).
  • If you have bitdefender, add the launcher and eu4 to the list of ransomware exceptions and "give it access" to "protected files".
  • If you have avast, you have to add the launcher and eu4 to the allowed list in the ransomware shield

Cloud syncing software like microsoft OneDrive can also cause such problems if it has taken over the Documents folder, especially if it is full or not syncing correctly
