Game doesn't obey vsync when not active

Description​

I was playing with vsync enabled at 60 fps. Had to tab out to my second monitor to give input while replying on an email. Did that, got up to make some tea, when I got back I noticed it was a tad warmer than when I left. Noticed that the GPU was going full tilt and the FPS was over 300. This took care of the low temperature in the room

Workaround is, of course, "don't multitask".

Steps to reproduce​

Play the game (window mode, not sure about fullscreen), put it on pause, tab to something on second monitor. Wait for the room temperature to rise.
