I allready did the completly clean reset several times , made sure that windows defender excludes stellaris and gives the game full access , tried launching the game without the dlc's (no player made mods have been ever installed by me) and tried lunching the game in all 3 modes fullscreen, borderless fullscreen and windowed nothing I did seems to work in any way. I do hear the loading music while trying to launch the game but the game dosen't want to load at all the progress bar is always stuck as seen on the picture.

Lots of graphics errors in that log, so let's do a clean update of your nVidia driver:
- uninstall it and all other nVidia software
- reboot
- install August 2022 https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again
