game engine language and modding

Wonder what language the game engine is written in?

As C# was needed for some modding in Cities Skylines, will Surviving Mars call for such need?

Surviving Mars is written in a combination of C++ and Lua.
Mods will use Lua 5.3 (http://lua.org/manual/5.3).
