Game freezes computer when playing Egalitarian Objective

Description​

Whenever I try to launch a game with an Egalitarian objective, the game freezes after about five clicks in game. Unpausing the game does nothing, and shutting down the game is not possible by neither Alt+F4, Steam Stop Game nor Task Manager. Whenever I try to shut down the frozen game by one of these options, the entire computer freezes instead. I can't shut down the computer by using the Shut Down button in the desktop, and Ctrl+Alt+Delete becomes inaccessible. I'm forced to forcibly shut down my computer by holding in the external power button.

There is no issue when launching the game without an objective.

My OS is Windows 10 22H2

Steps to reproduce​

Launch a game with Egalitarian Objective. I've tried both France and Qing. Click around the menus a few times after launch, and the game freezes
