After closing the game Steam still considers it to be Running for me, preventing me from starting up the game again. Using the task manager I cannot find any related processes and the only thing that seems to fix it is to restart Steam.
 
I have seen other reports like this, so I suspect this is indeed a game bug - although a weird one given the lack of IR processes!

I guess make sure that imperator.exe and steam.exe are in the exceptions list of your antivirus app, in case it is holding them up.

Failing that, the Bug Reports forum would be your next stop!

I found there was a IR process called Terrain Editor running after the game stops. And usually more than one.

Thanks for this. Ending these processes stopped Imperator: Rome from "running." There were two of them for me. Previously, I had to completely exit Steam and restart.

Lately I've had to jump through hoops and bend over backwards just to get to the main menu. This saves some of that headache, so again thank you.
