Yesterday I tried playing Vic3, but while time was ticking, the game froze up. Inputs became extremely delayed for a moment until they stopped working entirely. I tried closing the game, but the game didn't respond. The button in steam saying "stop" didn't stop the game, nor did clicking the x at the top right of the window. Windows had to give the "blah blah program isn't responding" message so I could press "close application" to finally get the game to close. Steam still thought the game was running. Task manager didn't have the game show up in its running applications, but the pc resources used by Victoria 3 were still being used (not even allocated to an "unknown" application though). Task manager then stopped responding to inputs and then froze before having to be closed by the Windows pop-up. Multiple computer restarts, reinstallations of the game, and turning back the game version to 1.7.6 haven't fixed this. How do I address this?

Since the first freeze, the freezes have occurred within a minute of opening the game. The first time I turned back the game version, I got an extra minute or two before the game froze. That benefit disappeared after the first freeze with the new game version.

Note: this is not an issue that has come up before. This is the first time I've tried playing Victoria 3 on my new pc (though other paradox games ran just fine).
 
Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.


If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here. IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.
