Game loads slowly and Policy Menu doesn't appear when clicked on.

Summary​

Game loads slowly and Policy Menu doesn't appear when clicked on.

Expected Result​

When I start a new game or load one I am able to wait 5 minutes, and every time I click on the policy tab it should be able to open.

Actual Result​

Anytime I start a new game, or load one it takes 15-25 minutes to happen. And when I click on the policy menu it doesn't appear, only an X button appears at the bottom right corner.

Steps to reproduce​

The slowness happens whenever I create a new city or load one. But when I play on Eden Valley the policy menu tab doesn't work. When you click on it, an X appears in the bottom right corner.
