(I'm on windows) It gives me an error code every time I try to launch, and I've tried every option that I've seen people use to fix this. This is the error code I get every

That error translates to 0xC000012F in hex, which tends to mean a Windows system problem. Has this game ever worked properly on this computer, or never yet?

Our similar game Crusader Kings 2 is free to play on Steam now - does it work or also have this problem?

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here. IF it fails to attach here, rename it to dxdiag.log

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log , exceptions.txt

I wasn't able to find any error logs, system logs, and exceptions folder but I was able to find this one and I also got the dxdiag for you but it won't let me post it I even tried renaming it

Try zipping it up then.

Here is the dxdiag.

I also tried playing Crusader Kings 2 and it said there was a problem with my ck2 responding.

Also yeah I don't have a logs file in my Documents/Paradox Interactive/Stellaris/logs/ folder.

We don't see any significant problems in that file, unfortunately. Given CK2 also has an issue I'm confident this is caused by something outside the game, but we see no clue as to what.

If that doesn't help, make a new Windows user on this computer and log into it with that - does the game run then?

Alright so I tried the windows system file checker and tried to run the game after and didn't notice a difference. the game hasn't ever worked on this pc no, and I also tried making a new microsoft account and am having the same problem.
 
I didn't mean a MS account as such, but just a Windows user profile on that computer. Doing that changes what apps and utilities run at boot time, for instance.
