Game saves with the wrong flag

Description​

I'm not sure what triggered it, but suddenly I seem to be saving my Persia game with what looks like the Belgian flag:

The autosaves have the correct flag, as you can see, although I think some of them have had the wrong flag in the past (but none of them show it now).

I have had some other stale data problems when clicking around the UI before, but I don't know how lasting they are.

Steps to reproduce​

Unfortunately, I don't have a good handle on it
I think the last political thing I did was ban slavery?
Probably more relevantly, it started sometime after I was clicking around to look at different people I could interact with diplomatically, and I looked at Belgium. But then I used the exit save feature and it seems to always only be a couple of recent saves that had the flag.
Loading up the autosave_exit save that I provided shows the two saves I have attached as having the wrong flag. I don't know if it's reproducible for someone else.

Update: It always seems to be the last two months' saves:

edit: correction: Looking at my own pictures I think I mean that it's an arbitrary number of saves at any given time.
